Position Summary: The Human Resources Officer II oversees and is responsible for coordinating and managing the overall human resources operations of the agency in accordance with Agency Vision, Mission, and Values and applicable program contracts, manuals, and guidelines. This position will start at entry level and grow in responsibility as the agency grows. Main duties include: Personnel management and program coordination including but not limited to advertising and initial contact with potential new hires, scheduling and tracking new hires complete orientation and ongoing training, conducting initial, monthly, and annual employee backgrounds checks, tracking employee leave requests and coordinating shift coverage with the Management Team, disbursing and tracking employee acknowledgements, keeping updated regarding changes to DHHS DD services requirements regarding staffing, and ensuring the compliance and quality in all human resources actions. Continuously demonstrate knowledge of field, core programs, business planning, and operations to ensure a business model approach is implemented while focusing on performance, quality and participant outcomes.
Essential Job Functions:
General:
- Knowledge of the DHHS Policies and Procedures for developmental disabilities services in Nebraska; rules, laws, regulations and ethics of developmental disabilities field; and community services and resources.
- Keep abreast of DHHS, NDOL, and Nebraska regulation changes through notification lists, news announcements, etc.
· Act in coordination with the agency owner, Office Administrator, NCG Fiscal Officer, and NCG Staff Nurse on all aspects of agency operations.

Technical:
· Responsible for data entry and data updates in the Therap system. Responsible for the collection and documentation of required information.
· Perform required monthly and annual employee background checks using agency-approved websites.
· Maintain up to date staff reviews/renewals in online calendar.
· Process, maintain, and track employee leave requests and documentation and personnel action documents and follow-up actions.
Compliance:
- Monitor the planning, implementation and evaluation of agency HR-related services and needs.
- Establish a positive, healthy and safe work environment that promotes growth.
- Adheres to regulatory requirements, policies and procedures, required trainings, as well as safe work practices.
Human Resources:
- Assist with performance management process for all associates which includes monitoring the performance of staff on an ongoing basis and conducting annual performance reviews.
· Identifies staffing needs and is able to provide solutions or answers to problems.
· Implements all aspects of agency staffing and human resources including advertising, scheduling interviews; on-boarding; ongoing professional development through job shadowing, mentoring, and training; assessments; compliance with job requirements, and documentation of benefits.
· Management and oversite of preparation, filing, and retention of required HR-associated documents and paperwork.
· Ability to write concise and accurate progress notes and reports; maintain confidentiality; establish and maintain cooperative working relationships with those contacted in the course of work.
Staff and Third Parties Interactions:
· Develops and maintains effective internal and external working relationships at all levels.
· Promotes professional working relationship with DHHS social services staff, and other resource providers.

Certificate and License Requirements:
- Valid driver's license and current auto insurance
Required Qualifications:
· Must be 19 years of age or older
- At least 2 years of experience in human resources.
- At least 1 year knowledge and experience in DD human resources or agency operations.
- Must be proficient in Microsoft Office.
- Demonstrate good decision-making, time management and communication skills.
- Must be responsible, ambitious, pro-active, results-driven, and flexible.
- Demonstrate integrity, strive for excellence in your work, and have experience of leading others to new levels of effectiveness and programmatic impact.
· High school diploma or above
· Valid driver’s license and current auto insurance
· Full range of motion, physical strength, and the ability to achieve and maintain training and certifications
· Successfully complete and pass all background checks including:
o Nebraska CPS Central Registry
o Nebraska State Patrol Criminal Background Check
o Nationwide Background Check
