JOB DESCRIPTION:
The Lead Maintenance, Material Management, and Logistics SME (3M) will provide senior-level leadership for shipboard maintenance management, logistics, quality assurance, and 3-M/PMS in support of Commander Naval Surface Force, U.S. Pacific Fleet (CNSP) Readiness Assessment Training Team (RATT) ship visits. This role will assess maintenance practices, CSMP quality, parts and material procurement processes, maintenance documentation, tools and inventories, and quality assurance procedures; provide tailored training to ship's force; and develop recommendations that improve material readiness and organic maintenance effectiveness.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
- Understand and provide guidance on Navy 3-M, PMS, CSMP, shipboard maintenance management databases, logistics systems, and repair parts procurement procedures.
- Prepare and support AWRs, visit reports, training documentation, and actionable corrective recommendations.
- Must be knowledgeable of Navy quality assurance processes, QAO functions, maintenance documentation standards, and material readiness program requirements.
- Assess preventive maintenance, corrective maintenance, equipment validation, calibration management, tool and parts inventories, and material history files.
- Coordinate efforts with TYCOM, ISIC, ATG, ship leadership, and training stakeholders.
- Document the training conducted with specifics of the individual areas / watch station and is responsible for generation of a formal assessment of measure of success via written report.
- As part of an onboard technical assist visit, provide ships force with on-the-job training (OJT).
- Reporting, analysis, recommendations, corrective actions and post-action reporting with crews as they prepare for major evolutions, certifications and inspections.
- Identify performance/operational weaknesses throughout the assists.
- Provide training and expertise to support identified weaknesses and improve operational readiness.
EDUCATION:
- Bachelor of Arts/Bachelor of Science (Associate degree, Navy technical training, or equivalent operational experience may also qualify).
MINIMUM SKILL REQUIREMENTS AND QUALIFICATIONS:
- Minimum of fifteen (15) years of supervisory experience in analyses, information system operations, and implementation of technical projects.
- Minimum of fifteen (15) years using and managing the Navy 3-M system, including experience on multiple platforms as a Navy Command 3-M Coordinator (3-MC) or comparable role.
- Direct experience within the last five (5) years using shipboard maintenance management and logistics databases currently in use by the U.S. Navy.
- Experience equivalent to a Navy Quality Assurance Officer (QAO), with full knowledge of current Navy quality assurance processes.
- 9502 Instructor NEC/MTS-ATS preferred.
- Proven proficiency in PC skills, including Microsoft Office Suite.
- Demonstrated strong interpersonal, consulting/client management, negotiation, and collaboration skills.
- Demonstrated strong organizational skills with attention to detail.
- Demonstrated strong written and verbal communication skills.
- Proven strong ability to work in a deadline-oriented environment.
- Hold Current Secret Clearance or able to obtain Secret Clearance.
- US Citizenship required.
- Location: San Diego, CA.
- Travel: 15% - 40% of the time.
PHYSICAL REQUIREMENTS/PHYSICAL DEMANDS:
- Must be able to spend extended periods on your feet while instructing and performing assessments.
- Work may be performed in office environments, shipboard spaces, industrial maintenance facilities, shipyards, or waterfront operations areas.
