Onboarding & Licensing Manager
Pay: $80,000–$110,000 annually (DOE)
Employment Type: Full-Time
Location: Dallas–Fort Worth, TX or remote USA (Hybrid eligible)
Travel Requirement: 10–20% travel as needed for leadership meetings, customer meetings, audits, onboarding activities, or vendor coordination
Bonus Eligibility: Subject to semi-annual performance goal setting and performance review. Eligible for annual performance incentive plan

We are looking for an Onboarding Compliance leader who can bring structure without bureaucracy—and who understands how real projects actually get built.
The Role
The Onboarding & Licensing Manager is responsible for managing customer onboarding, vendor onboarding, workforce compliance, licensing administration, and operational compliance activities across TCE’s nationwide operations.
This role serves as a critical liaison between customers, vendors, operations teams, project leadership, compliance systems, and regulatory agencies to ensure TCE remains fully qualified and compliant to perform work across all applicable markets and customer environments.
The ideal candidate understands telecom, construction, or infrastructure operations and can effectively manage multiple concurrent compliance workflows in a fast-paced environment.
What You’ll Do
Customer Onboarding & Compliance

Manage customer onboarding requirements from initiation through approval
- Coordinate execution and tracking of NDAs, MSAs, insurance certificates, and onboarding documentation
- Administer customer compliance systems including:
- AVETTA
- COMPLI
- NDPD

Unify

Customer-specific contractor management portals
- Ensure TCE maintains active and compliant status with customer onboarding systems
- Coordinate with Safety, Operations, HR, and Finance teams to collect required documentation
- Monitor compliance expirations and proactively manage renewals
Vendor & Partner Onboarding

Manage onboarding and compliance qualification of subcontractors and vendors
- Collect and validate:
- Insurance certificates
- W-9 documentation
- Safety records
- Licensing documentation
- Workforce certifications
- Compliance acknowledgements
- Ensure vendor partners meet customer and regulatory compliance requirements before mobilization
- Maintain vendor compliance databases and scorecards
Purchasing & Vendor Operations Support

Support sourcing and contractor procurement activities
- Solicit vendor and subcontractor quotations
- Perform quote comparisons and bid evaluations
- Assist with purchase order requisitioning and tracking
- Coordinate vendor invoice matching and reconciliation support
- Maintain vendor performance metrics and scorecards
- Support operations teams with contractor sourcing and availability coordination
Licensing & Regulatory Compliance

Manage company contractor licensing and business registrations across states, counties, municipalities, and regulatory jurisdictions
- Coordinate:
- General contractor licensing
- Electrical contractor licensing
- Business registrations
- Annual renewals
- Secretary of State filings
- Regulatory filings and reporting
- Work closely with internal Qualified Party (QP) representatives to maintain licensing compliance
- Coordinate testing requirements, continuing education, and filing deadlines for QPs and company licenses
- Maintain organized records of all active licenses, bonds, insurance certificates, and compliance filings
- Monitor regulatory changes affecting operational compliance
Process Management & Continuous Improvement

Develop and improve onboarding and compliance workflows
- Create standardized documentation and tracking systems
- Improve visibility into compliance status, expirations, and operational readiness
- Partner with Operations, Safety, HR, Finance, and Executive Leadership to streamline onboarding processes
- Identify operational risks and recommend practical solutions
- Support audit preparation and documentation management
Systems & Tools

Partner with Operations using field and project systems (e.g., FieldClix or similar)

Collaborate with Finance using QuickBooks and internal reporting tools

Utilize Google Workspace or Microsoft Office Suite for dashboards, documentation, and reporting

Improve data flow between field execution, finance, and leadership
Cross-Functional Partnership

Work closely with Project Managers, Operations Managers, and Finance

Support project planning, change management, and scope tracking

Identify process gaps and recommend practical improvements

Act as a trusted advisor to executive leadership
Governance & Continuous Improvement

Support standardization of project setup, reporting, and closeout

Improve forecasting accuracy and early risk identification

Help scale project controls processes as the company grows
What You Need to Be a Fit

5–10+ years of experience in onboarding, compliance, licensing, vendor management, operations coordination, or related roles

Experience in telecom, construction, infrastructure, utilities, or industrial services strongly preferred

Strong understanding of contractor licensing and regulatory compliance processes
- Comfort working with incomplete data and building clarity

Experience partnering with operations and finance teams

Proficiency with spreadsheets, reporting tools, and project systems

Strong organizational and documentation management skills
- High attention to detail and accountability
