About Us
Samaritan Protective Services is a licensed security and executive protection firm serving Virginia, DC, and West Virginia, with an expanding footprint in risk consultancy and protective intelligence. We compete for state and local government contracts through Virginia's eVA procurement system and are building a bench of skilled proposal writers to support this growth on an as-needed basis.
The Role
We're looking for an experienced, detail-oriented proposal writer to assemble and write competitive responses to state and local government solicitations posted through eVA, focused on security services, executive protection, and risk management contracts. This is an ad-hoc, contract (1099) position — work is assigned proposal-by-proposal only after we've made the decision to bid, not a fixed schedule or salaried role. Fully remote.
This is a template-driven role, not ground-up proposal development. We provide an established library of templates, past performance write-ups, references, resumes/qualifications, and pricing data. Your job is to take that material and a released solicitation and turn it into a compliant, well-written, submission-ready proposal — not to build a proposal strategy or capability content from scratch.
What You'll Do
- Review eVA solicitations (RFPs/RFQs/IFBs) we've already decided to bid on and build a compliance matrix against every requirement
- Assemble the proposal using our existing templates, past performance narratives, references, and pricing data
- Write and tailor the sections that need custom content for the specific solicitation (e.g., technical approach, staffing plan) so the response reads as responsive to that RFP, not boilerplate
- Ensure strict compliance with formatting, page limits, and submission instructions — non-compliant proposals are automatically disqualified regardless of quality
- Turn around proposals within the solicitation's response window, which may be on short notice
- Communicate proactively about questions, missing information, or amendments issued during the solicitation period
Not included in this role: bid/no-bid decisions, capture strategy, or developing past performance/pricing data from scratch — we handle that in-house and only pass along solicitations we've committed to pursuing.
What We're Looking For
- Demonstrated experience writing or assembling proposals for Virginia state/local government contracts (eVA experience strongly preferred) or comparable state/municipal procurement systems
- Familiarity with security services, executive protection, or risk management contracting a strong plus
- Strong command of compliance-driven writing — you understand that a well-written proposal that misses a submission instruction is a losing proposal
- Comfortable working from an existing template and content library, tailoring rather than originating capability content
- Ability to work independently, hit hard deadlines, and manage multiple proposals in parallel when needed
- Comfortable with a flat-fee, per-proposal payment structure (see below)
- Writing sample or past eVA/government proposal work product required for consideration
Compensation Structure
This is a flat-fee, per-proposal engagement, not hourly or salaried:
- $800 per completed and submitted proposal (for solicitations within standard scope — see below)
- Award bonus: additional bonus paid upon contract award, scaled to contract value (details discussed upon engagement)
- Probationary period: initial proposals will be assigned at a reduced rate while we establish a working relationship; standard rate applies once performance is confirmed
- Larger or unusually complex solicitations outside standard scope will be quoted separately before work begins
- Payment issued upon submission confirmation (not contingent on award, aside from the separate award bonus)
Work Arrangement
- 100% remote
- No guaranteed volume or schedule — proposals are assigned as opportunities arise
- Fast turnaround expected once a proposal is assigned; availability during active solicitation windows is important
- Independent contractor (1099) — you are responsible for your own equipment, software, and tax obligations
