GENERAL DESCRIPTION: Perform highly complex (senior-level) technical work. Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; monitoring and evaluating program activities; developing and evaluating budget requests; and coordinating program activities/ Supervises the work of others. Oversee and manage the day-to-day operations of Automotive Services. Forecast and plan for long term goals, and special operations. Maintain positive, open channels of communications with staff members and stakeholders. Promote continuing education. Develop leadership from within. Works under limited supervision, with moderate latitude for the use of initiative and independent judgement.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Oversee the daily operation of Automotive Services Motor Vehicle Technicians.
2. Provide technical assistance to staff, internal, and external customers. and assist technicians in diagnosing and repairing malfunctioning vehicles and equipment.
3. . May help coordinate the agency disabled vehicle recovery process.
4. Develop and recommend program guidelines, procedures, policies, rules, regulations, goals, and objectives and monitor compliance with policies and procedures.
5. Plan, implement, coordinate, monitor, and evaluate Automotive Services processes and procedures.
6. Analyze technological trends and products to provide long term planning and recommendations for personnel and equipment to ensure sufficient and economical production, and coordinate field testing of equipment.
7. Prepare and review reports on the effectiveness of Automotive Services activities and risk assessments.
8. Maintain a variety of records, expenditures, and inventory, and order tools, equipment, and supplies.
9. Develop a plan for emergency deployments. Maintain equipment, resources, and personnel for rapid response.
10. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
11. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education - High School Diploma/equivalent required. Graduation from an accredited four-year college or university with a major in Business or Public Administration is preferred.
Experience - Minimum of five (5) years or more of extensive progressively responsible work experience repairing and maintaining a variety of automotive platforms, preferably platforms used in law enforcement applications. Previous supervisory experience is preferred.

Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence. Must have or obtain a State of Texas Vehicle Safety & Emissions Inspector License within ninety (90) days of employment. Must have or obtain a Federal Clean Air Act Sec. 609 Environmental Protection Agency (EPA) Certification for Motor Vehicle Air Conditioning within ninety (90) days of employment. Current Automotive Service Excellence (ASE) or vehicle manufacturer technician certification is preferred.
Critical Organizational Infrastructure requirements - This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4.
Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills - Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.
Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.
