Job Description
AZ Cyber Security Solutions is seeking an experienced Proposal Manager with Strong technical writing expertise to lead the end-to-end proposal development lifecycle — from initial opportunity identification through final submission and post-submission support. This role requires a strategic, detail-oriented professional who can drive cross-functional teams, manage complex timelines, and produce compelling, compliant, and high-quality proposals that win business.
The ideal candidate is both a proven proposal management leader and a skilled technical writer, comfortable owning the entire proposal process while also rolling up their sleeves to draft, edit, and refine content.
Responsibilities
- Own the proposal lifecycle from opportunity qualification and kickoff through final submission, including post-award clarifications as needed.
- Develop and manage detailed proposal schedules, compliance matrices, and outlines based on solicitation requirements (RFP/RFI/RFQ).
- Lead proposal kickoff meetings and ensure all contributors understand roles, timelines, and win themes.
- Coordinate input from subject matter experts (SMEs), technical staff, pricing/finance, and leadership.
- Write, edit, and refine proposal content to ensure clarity, consistency, and persuasive quality — including executive summaries, technical volumes, and management approach sections.
- Ensure full compliance with solicitation instructions, evaluation criteria, and formatting requirements.
- Manage version control, document production, and final proposal assembly and submission.
- Conduct post-submission debriefs and lessons-learned reviews to improve future proposal processes.
- Maintain proposal templates, boilerplate content libraries, and process documentation.
Required Qualifications
- Minimum 10 years of proposal management experience, preferably in a related industry (government contracting, professional services, IT, engineering, etc.).
- Demonstrated experience managing proposals from initiation through submission, including large, complex, multi-volume proposals.
- Strong technical writing expertise — able to translate complex technical information into clear, persuasive, client-ready content.
- Excellent project management skills with the ability to manage multiple concurrent proposals and tight deadlines.
- Strong command of Microsoft Office Suite (Word, PowerPoint, Excel) and proposal management tools (e.g., SharePoint, Adobe Acrobat).
- Exceptional attention to detail, organizational skills, and ability to work independently in a remote environment.
- Strong interpersonal and leadership skills to effectively guide cross-functional and often senior-level teams.
Preferred Qualifications
- Proposal certification strongly desired, such as:
- APMP (Association of Proposal Management Professionals) Foundation, Practitioner, or Professional level
- Shipley Associates Proposal Management Certification
- Experience with government (federal/state/local) or highly regulated industry proposals a plus.
- Familiarity with proposal automation/AI tools.
