Job Summary
The Estimator/Project Manager manages the full project lifecycle from estimating to close out of civil construction projects. This role is responsible for preparing accurate and competitive cost estimates for heavy civil construction projects, with a focus on earthwork, site development, and underground utilities. This role plays a critical part in preconstruction by analyzing project plans, performing quantity takeoffs, developing schedules, developing means and methods, and developing detailed pricing strategies. This role is responsible for planning, executing, and delivering heavy civil construction projects. This role oversees all phases of construction, from estimating, project management, through closeout ensuring projects are completed safely, on time, within budget, and in compliance with all applicable codes and industry standards.
The ideal candidate has strong technical knowledge, attention to detail, and the ability to collaborate with stakeholders, superintendents, and leadership to secure profitable work.
Key Responsibilities
· Manage full project lifecycle of civil construction projects
· Review project plans, specifications, and bid documents to determine scope of work
· Perform detailed quantity takeoffs for earthwork, excavation, grading, and utility systems
· Develop accurate cost estimates including labor, materials, equipment, and subcontractor pricing
· Solicit and evaluate subcontractor and supplier bids
· Prepare bid proposals, cost breakdowns, and supporting documentation
· Analyze project risks, site conditions, and constructability factors
· Collaborate with Superintendents on means and methods
· Participate in pre-bid meetings, site visits, and client discussions
· Evaluate subcontractor bids and select qualified vendors
· Buy out subcontractor and material contracts
· Execute value engineering and cost-saving strategies
· Maintain and update cost databases, historical data, and unit pricing
· Support handoff to operations team upon project award
· Develop and maintain project schedules, budgets, and forecasts
· Coordinate with superintendents, foremen, subcontractors, and suppliers
· Review and interpret contracts, plans, specifications, and bid documents
· Monitor job costs, track production, and ensure profitability targets are met
· Lead project meetings with clients, engineers, and internal teams
· Manage procurement of materials, subcontractor agreements, and equipment needs
· Identify risks, resolve issues, and implement corrective actions
· Ensure compliance with safety regulations, quality standards, and project specifications
· Oversee project documentation including RFIs, submittals, change orders, and daily reports
· Maintain strong relationships with clients, inspectors, and stakeholders
· Ensure successful project closeout, including punch list completion and final documentation
· Review and validate bid strategies to ensure competitiveness and profitability
· Analyze market trends, material pricing, and labor availability
Required Qualifications
· Bachelor’s degree in civil engineering, construction management, or related field (preferred)
· 7+ years of experience in estimating and managing heavy civil projects (concrete, earthwork and utilities focus)
· Strong experience with quantity takeoffs and cost estimating
· Strong experience in managing heavy civil construction projects to completion
· In-depth knowledge of construction methods, materials, and industry standards
· Ability to read and interpret blueprints, specifications, and geotechnical reports
· Proficiency in estimating software and Microsoft Office Suite
· Strong analytical, organizational, and communication skills
Preferred Skills
· Experience with estimating software (e.g., HCSS [Heavy Job, Heavy Bid], AGTEK, Bluebeam)
· Familiarity with GPS grading systems and earthwork modeling
· Knowledge of DOT, municipal, and infrastructure projects
· Strong negotiation and subcontractor management skills
· Ability to work under tight deadlines and manage multiple bids simultaneously

· Primarily office-based with occasional site visits

· Fast-paced environment with strict bid deadlines
Physical Requirements
· Ability to sit and work at a computer for extended periods
· Occasional travel to job sites for pre-bid inspections
