My client, a Public Transportation organization providing both Fixed Route and Shared Ride services, is looking for a Director of Operations.
Overall Job Objective
The Director of Operations works in conjunction with the Executive Director for daily oversight and coordinates the day-to-day operations of the Authority.
Essential Job Functions
- Approach oversight of the Authority objectives with integrity and respect.
- Oversee and manage the daily personnel activities of the Authority.
- Ensures the effective use of resources to improve organizational productivity and customer service; provides complex and responsible support to the Executive Director; and performs related work as required.
- Plans, manages, and oversees the daily functions, operations, and activities of transit operations, including the day-to-day delivery of transportation services for fixed route and shared ride.
- Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of transit programs, service delivery methods, and procedures; assesses and monitors workload as well as administrative and support systems; identifies opportunities and makes recommendations for improvement.
- Coaches employees to address challenges. Mentors Supervisors.
- CDL Training of employees and record keeping of Trainee's requirements. Conducts operator behind the-wheel assessments; reviews daily work schedule to ensure operators have enough time for resting and recovery between scheduled work assignments; ensures proper route coverage with minimal overtime impact.
- Assists with opening and closing supervisor duties when needed; provides route coverage during periods of staff shortages.
- Manages and administers fixed route operator scheduling, utilizing Transit system software (Ecolane), timekeeping software (Paylocity), etc.
- Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
- Manage and supervise other administrative staff.
- Coordinate with HR department to manage staff, including hiring, training, disciplinary action and performance evaluations.
- Work closely with Operations Manager, Human Resource Manager, Fleet Manager, on local issues and BEST objectives involving employees and vehicles.
- Ensures staff compliance with mandated safety rules, regulations, and protocols.
- Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services, as assigned; presents reports to the board.
- Recommends modifications to programs, policies, and procedures.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in transportation service delivery and planning; researches emerging products and enhancements and their applicability to District needs.
- Handle any assistance calls/emergencies while routes are in operation. Maintain accurate documentation as per case practice and policy.
- Chief safety officer, oversee chair and assist with safety meeting and compliance.
- Assist with special projects and programs for the Authority.
- Other duties as assigned to support the needs of the Authority.

Ability to work independently with minimal supervision from the Executive Director.
Supervision Given
Manage the daily oversight of the Authority's day-to-day operations and/or others assigned by the Executive Director.
Working Conditions
- Subject to frequent interruptions.
- Periodically works beyond normal work hours as duties may require.
- Occasional travel to attend meetings, seminars, training and conferences or other duties as may be necessary from time to time.
- Works indoors in adequate workspace, lighting, temperatures, and ventilation. Works with average indoor exposure to noise, but subject to frequent disruptions and stress.
- Normal indoor exposure to dust/dirt.
- Works in conditions of potential outbursts or disruptive behavior of consumers.
- Travels frequently during all seasons and is exposed to outdoor elements, including snow and icy roadways.
Physical/Mental Requirements
- Must possess the ability to record, convey, and present information, explain procedures, and follow instructions.
- Must be able to sit and/or drive for long periods throughout the work day with intermittent periods of standing, walking, bending, twisting, and reaching as necessary to carry out essential duties of the job.
- Dexterity requires range from simple to coordinated movement of fingers/hands, feet/legs, torso necessary to carry out duties of job.
- Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.
- Must be able to pay close attention to detail.
- Must be able to lift and carry objects with maximum weight of twenty-five pounds.
- Must be able to complete work requiring concentrated mental effort and attention to detail (including mathematical calculations, use of common and specialized word-and data-processing software programs) with minimal re-work or errors.
Qualifications
- Completion of a high school degree program or equivalent education.
- Minimum of 1 year of supervisory/manager experience, preferred.
- Successful completion of CCTS (Certified Community Transit Supervisor) program within 1 year of hire.
- Knowledge of computer programs including Email, Word Processing and Spreadsheet operations.
- Must maintain a valid Pennsylvania CDL class C Driver's license with passenger endorsement.
- Must maintain a valid DOT medical certification.

Pay: $60,000.00 - $70,000.00 per year
