The PWO Team Lead supports Public Works Operations under a federal contract at Fort Knox, KY. This position is responsible for the supervision, coordination, and execution of maintenance and repair services, with a primary focus on HVAC systems, in accordance with contract requirements, federal regulations, and installation-specific standards.
The Team Lead ensures all work is performed safely, efficiently, and in compliance with OSHA, Army regulations, and contract performance objectives. This role serves as a key interface between contractor personnel, Contracting Officer Representatives (CORs), and Government stakeholders.
Provide direct supervision and leadership to HVAC and maintenance personnel supporting Public Works Operations (PWO).
Execute work in accordance with Performance Work Statement (PWS) requirements, ensuring compliance with all contractual obligations.
Plan, assign, and monitor preventive maintenance and corrective work orders using Government-approved systems (e.g., CMMS).
Ensure all HVAC systems are maintained in operational condition in accordance with UFC (Unified Facilities Criteria), TM (Technical Manuals), and manufacturer specifications.
Enforce compliance with OSHA standards, EM 385-1-1 (if applicable), and site-specific safety plans.
Conduct daily safety briefings, hazard assessments, and job site inspections.
Serve as a liaison with the COR, DPW representatives, and other Government personnel regarding work status, priorities, and issues.
Ensure accurate documentation of labor, materials, and completed work in accordance with contract reporting requirements.
Support quality control (QC) processes and participate in inspections, audits, and performance evaluations.
Assist in workforce planning, scheduling, and resource allocation to meet contract KPIs and service levels.
Mentor and train personnel to ensure compliance with technical and safety standards.
Extensive experience in commercial/industrial HVAC systems, including installation, maintenance, and troubleshooting.
Demonstrated experience leading or supervising maintenance teams in a structured environment.
OSHA Certification (OSHA 10 required; OSHA 30 strongly preferred).
Working knowledge of federal facilities maintenance practices and standards.
Ability to interpret technical manuals, blueprints, and government specifications.
Strong organizational, communication, and leadership skills.
U.S. Citizenship (if required by contract).
Prior experience supporting DoD, Army, or DPW contracts.
Familiarity with PWS, COR interactions, and contract compliance requirements.
EPA Universal Certification.
Experience with Army maintenance systems (e.g., GFEBS, Maximo, or similar CMMS platforms).
Knowledge of EM 385-1-1 safety standards.
Ability to lift, carry, and move materials up to 50 lbs.
Ability to work in confined spaces, mechanical rooms, rooftops, and outdoor environments.
Capable of extended periods of standing, walking, bending, and climbing.
Work is performed on a secure federal installation (Fort Knox).
Subject to Government site access requirements and security protocols.
May require after-hours, weekend, or emergency response in support of mission requirements.
