General Description:
The purpose of this class within the organization is to perform semi-skilled and skilled work to maintain and repair the vehicles and mechanical equipment of the Public Works Department.
Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job/class as necessary.
Essential Functions:
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.
Performs semi-skilled and skilled work to maintain and repair all vehicles and mechanical equipment as supervised by the Fleet Supervisor.
Provides preventative maintenance including routine inspections, oil changes, tire rotations, wheel balancing, and replacements of wires, spark plugs, and filters.
Inspects and repairs brake, engine, electrical, fuel, hydraulic, transmission, ignition, air, exhaust, and axle systems as well as other related systems.
Operates light equipment such as lawn mowers and other lawn equipment, and a variety of hand, electric, and air-driven tools.
Uses state-of-the-art mechanical and diagnostic equipment.
May do minor welding as part of a repair.
Performs manual labor and/or repairs on construction tasks when not operating equipment.
Responds to emergency calls to repair equipment as needed.
Additional Duties:

The impact of errors is moderate – affects those in work unit.
Physical Demands:
Performs medium work that involves walking, standing, stooping, jumping, stretching, or lifting all of the time and Indoor/Outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance.
Equipment Usage:
Handles or uses office machinery, computers, tools, equipment or work aids involving some latitude for judgment regarding attainment of a standard or in selecting appropriate items.
Unavoidable Hazards:
Involves routine and frequent exposure to vibration; fumes and/or noxious odors.
Work Environment:
While performing the duties of this job, the employee regularly works in outside weather conditions.
The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration.
The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
The noise level in the work environment is usually loud.
Safety of Others: (Does not include safety of subordinates).
Requires some responsibility for the safety and health of others and/or continuous enforcement of the laws and standards of public health and safety.
Minimum Education and Experience Requirements:

High school diploma or GED required.

Minimum of two (2) years’ work and/or training experience (within the last seven (7) years) in the repair and maintenance of vehicles and vehicular equipment.

Equivalent combinations of education and experience may be considered.
Special Certifications and Licenses:
-
Minimum of one (1) certification equivalent to those of ASE or National Automotive Technicians Education Foundation (NATEF).
- Must possess a department-approved set of hand tools.

Possession of a valid Florida Commercial Driver’s License, Class “B”, or ability to obtain within six (6) months of hire date
Knowledge/Abilities/Skills:
Knowledge of methods, materials, tools and techniques used in the repair, maintenance, and reconditioning of a wide variety of vehicles and vehicular equipment.
Knowledge of principles of gasoline, diesel and alternative fueled internal combustion engines and related equipment.
Knowledge of how to use the technology of training presentations, whether it is via website, internal or external drive, DVD, paper manual or some other form. Must be able to research repair information and parts data.
Ability to use a computerized Maintenance Management System.
Ability to be certified on various equipment components as required by manufacturer.
Ability to safely perform repairs and preventive maintenance service tasks on a variety of vehicles and equipment, and to effectively determine and/or diagnose malfunctions, or other trouble areas, to ensure safe operation of the fleet .
Ability to keep all relevant certifications active.
Ability to establish and maintain effective working relationships with others.
Ability to perform simple calculations, including figuring percentages and working with decimals.
Ability to perform duties under varying environmental, climatic and other adverse working conditions, I. e., dirt, dust, fumes, temperature and noise extremes, toxic/poisonous agents, vibrations, traffic hazards, machinery/equipment hazards, etc.
Ability to recognize and identify individual characteristics of the following: colors and odors (identifying electrical components, condition of fluids, etc.); shapes (distinguishing objects clearly); sounds (tracking malfunctions, determining if equipment is operating correctly, determining origin of sounds, etc.); textures (detecting wear, etc.).
Ability to stand for long periods of time.
