Job Title: PLANNING & ZONING DIRECTOR

Reports to: COUNTY MANAGER
Type of Position: FULL TIME
MAJOR FUNCTIONS:
- Providing excellent customer service to the public and other County employees either in person, by phone or email. Works under the direction of the County Manager. Extensive public contact is required.
- Maintains zoning records, prepares planning and zoning meeting agendas, public notices, conducts planning and zoning meetings in front of the Board of County Commissioner during the monthly day or night meetings.
- Reviews permit applications, zoning district maps and the uses allowed within them. Looks over flood maps and reports, variance requests, special exceptions, zoning changes, surveys, and other necessary documents for the issuance of permits.
- Prepares permits or letters and collects necessary fees for zoning permits listed in the departments permit fee schedule.
- In a professional manner, explain and enforce when needed, the Land Development Regulations, Comprehensive Plans, and state statues or laws to the public.
DUTIES AND RESPONSIBILITIES:
- Recommends personnel actions, conducts performance reviews and conducts departmental training and orientation.
- Research applicable Federal, State, and local planning/regulatory literature to be used in the formulation of the Comprehensive Plan, amendments thereto, and the Land Development Regulation for compliance.
- Direct the preparation of memos and correspondence pertaining to any aspect of zoning code administration. Prepares and monitors department budget and revenues and prepares special reports as required.
- Remains current on adoption of new State and County codes, ordinances and regulations. Develops and implements policies, procedures and priorities to meet established goals. Administers flood plain management regulations for the County. Serves as liaison to appropriate Planning Counsels.
- Helps with the Building Department when needed to allow the best customer service.
KNOWLEDGE, ABILITIES, SKILLS AND REQUIREMENTS:
- Must possess ability to speak in public, and work with a variety of people.
- Working knowledge of English, spelling, arithmetic and knowledge of office practices and procedures; ability to make decisions in accordance with Department policies and procedures; ability to perform work with limited supervision; ability to establish and maintain effective working relationships with other employees.
- Thorough knowledge of the Land Development Regulations, Comprehensive Plans and other development ordinances. Considerable knowledge of County wide flood management maps.
- Knowledge of the collection and reporting techniques of revenue. Ability to enforce codes and ordinances with impartiality. Ability to handle public concerns and solve disputes tactfully and expediently and remain calm in stressful situations.
- Ability to comprehend, and interpret site plans, plats and related materials. Ability to assist in the preparation of comprehensive plan amendments, rezoning amendments, variances and special exceptions and to maintain them with technical accuracy.
- Have organization or team goals rather than individual concerns. Includes the ability to build a constructive team spirit where team members are committed to the goals and objectives of the team.
MINIMUM REQUIREMENTS AND ABILITIES:
- High School Diploma, GED, or equivalent is required.
- Minimum Three (3) years’ experience in directly related zoning codes enforcement work; or any equivalent combination of related training and experience.
- Successful completion of a criminal history background investigation prior to employment. Successfully pass drug testing. Valid Driver’s License.
- Must be able to use Microsoft Word, Excel, basic office equipment and formulate well-written reports and recommendations.
- Establish and maintain effective working relationships with coworkers, governmental agencies, and the public.
WORK CONDITIONS AND PHYSICAL REQUIREMENTS:
- While performing the duties of this job, the employee will occasionally be required to reach with hands and arms, bend or squat, and lift up to 40 pounds. Stand, walk, and sit will be required. Occasionally move boxes, files or large maps.
ENVIRONMENTAL REQUIREMENTS:
- Most of the job duties will be in an office setting with occasional site visits with trees, grass, loud noises, and dirt. Noise level inside the work environment is usually moderate.

Pay: $60,000.00 - $65,000.00 per year
