Colliers Engineering & Design is seeking a Project Construction Observer to join our Municipal team in Holmdel, NJ. This role is responsible for on-site inspection of public infrastructure projects, ensuring construction aligns with plans, specifications, and applicable standards.
The Construction Observer will monitor daily field activities, coordinate with contractors and project stakeholders, and maintain accurate project documentation. This position requires strong attention to detail, communication skills, and the ability to work effectively in an active outdoor construction environment.

Ensure that construction project quality and quantities meet the intent and requirements of the plans and specifications.

Perform field observation of various construction activities (i.e. clearing, grading, sanitary sewer, water storm drains, water lines, curb, sidewalk, paving and landscaping, etc.) for proper methods, materials and compliance with design requirements.

Perform appropriate field measurements of construction quantities as needed and maintains accurate records.

Schedule appropriate observation of construction.

Ensure appropriate construction safety and work zone requirement are adhered to as it pertains to both general public and contractor personnel, non-compliance to be reviewed with the Department Manager.

Evaluate construction for deficiencies and complication or punch-list deficiency items for submittal to and review by the Department Manager.

Prepare and submit construction observation reports to the Department Manager daily for each project or job site.

Ability to work overtime as needed.

High School Diploma or GED required.

6+ years of related experience.

OSHA 10, OSHA 24 or OSHA 40.

NICET I preferred.

Valid driver’s license required.

Knowledge of proper construction methods and material for Civil Engineering related construction projects (i.e. paving, curb, sidewalk, sanitary sewer, water lines, earthwork, landscaping, clearing and grading, work zone safety, etc.).

Ability to pursue and maintain appropriate professional certifications.

Proficient with reading plans and specifications.

Ability to become familiar with industry practices and materials for construction.

Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
Compensation: $37.00 to $56.00 per hour (depending on qualifications)
