SUMMARY OF DUTIES:
Provide engineering and construction project management services for the construction, repair, maintenance, planning, design, and/ or procurement of facilities and equipment for the waterfront and landside terminals operated by the NCSPA. Such facilities include warehouses, buildings, roads, wharfs and docks, cargo handling equipment, railroads and bridges, drainage, utilities, parking areas and any other facilities requiring engineering services.
DESCRIPTION OF WORK:
- Coordinate construction related activities with designers and contractors, any outside consultants involved, the State Construction Office, the NCDOT, internal and external customers, and any other organization with a valid interest in ongoing construction projects.
- Administer design and construction contracts and manage designers and contractors.
- Prepare contracts for the design and construction of new or modified facilities.
- Provide direction to Designers on project development and scoping.
- Assure that designers adhere to the Owner’s requirements and contractors adhere to designer’s project schedules and contract documents.
- Inspect work being performed under construction contracts and negotiate construction change orders.
- Monitor schedules and budgets, and report status, on all projects through database, spreadsheet, and online project management and document control software.
- Assist and provide guidance to the engineering technicians assigned to projects under construction.
- Arrange for independent testing and inspection of materials, if necessary.
- Assist the VP, Engineering & Maintenance in the selection of project designers, consultants, and contractors.
- Participate in the design of projects by the NCSPA Engineering Department. This work includes the preparation of cost estimates, plans, and specifications for the construction of new or modified facilities.
- Maintain a general knowledge of State statutes and procedures governing building and Port construction.
- All other duties as assigned by management.
PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Position requires a Bachelor’s Degree in Engineering or Construction Management from an ABET (Accreditation Board for Engineering and Technology) accredited college or university, with 5 plus years relevant construction / project management experience or equivalent education and experience required.
- Licensed as a Professional Engineer in the State of North Carolina or the ability to be licensed within 12 months from the date of hire is a plus.
- Experience with marine terminals and/ or commercial ports preferred. Design experience is a plus.
- Must be able to manage multiple concurrent projects and follow project through completion about project schedules and budgets.
- Must be proficient in the use of business software, such as word processing, spreadsheet, presentation, project management, and database applications. Experience with computer-aided design software is a plus.
- Must have communication and interactive skills suitable for both the office and construction site environments.
- Strong communication skills, good technical writing, and excellent math skills are required.
- Must have a valid driver’s license and meet TWIC security requirements.
WORKING CONDITIONS / PHYSICAL EFFORT:
Will spend most of work hours in normal office conditions, but will require frequent visits to construction sites, wetlands and undeveloped properties which may be difficult to access to conduct visits and inspections in adverse weather conditions. Must be able to obtain access to existing wharf and building facilities, roofs, and other areas not normally accessible to the public. May be required to access and use small boats for waterside berth inspections. Travel by motor vehicle is required. Attendance at out-of-town functions involving overnight stays may be required. No heavy lifting is required.
Pay: $75,248.00 - $111,818.00 per year
