MSA I Scientists I Engineers I Surveyors is seeking a full-time Civil Engineer/Project Manager for all phases of work from local, state, and federal government and commercial/residential development, who wants to be part of a legacy company that is admired and respected in the areas where they do busines.
Performance objectives are:
What success looks like in this role, measured over the first year:
First 30–90 Days:
- Complete onboarding, learn firm standards/templates, and take ownership of 2–3 active projects with minimal disruption to existing timelines.
- Build working relationships with key clients and subconsultants on assigned projects.
- Learn and execute the Standards for Project Management with Projects and Clients.
First 6 Months:
- Deliver assigned projects on or ahead of schedule and within the approved budget, with no more than 10% fee overrun.
- Maintain a client satisfaction/repeat-engagement rate of 85% or higher on managed projects.
- Reduce plan review rejection/comment cycles by ensuring QA/QC review is completed before submittal.
First 12 Months:
- Manage a project portfolio of $200,000 in active fees with consistent, on-time invoicing and collections.
- Mentor and develop at least 4 junior staff, evidenced by increased responsibility handed to them.
- Contribute to at least 10 new proposals or business development opportunities.
- Maintain zero missed regulatory deadlines or permitting lapses across managed projects.
Responsibilities are:
- Lead civil site development projects from planning and permitting through construction.
- Manage project schedules, budgets, and multidisciplinary teams.
- Oversee grading, drainage, stormwater management, utility design, erosion and sediment control, and site infrastructure.
- Build strong relationships with clients, architects, contractors, and regulatory agencies.
- Mentor junior engineers and support their professional development.
- Contribute to business development by strengthening existing client relationships and identifying new opportunities.

Qualifications/Requirements:
- Eight or more years of civil engineering experience is required.
- Bachelor’s degree in Civil Engineering is required.
- Professional Engineer (PE) license in Virginia is required.
- Solid Civil Engineering fundamentals and the discipline to get the details right.
- Experience managing civil site development projects is required.
- Familiarity with site design, permitting, grading, drainage, and erosion control
- Strong communication and client relationship skills.
- Proven experience managing project budgets and schedules from start to finish
- Flexibility to manage multiple projects and adapt to changing client expectations.
- Problem-solving abilities are especially important in areas where documentation is limited or lacks standardization.
- Leadership experience, mentoring, or supervising junior engineering staff preferred.
- Proficiency with AutoCAD Civil 3D is required.
- Experience with Microsoft Office Tools (SharePoint, OneDrive, Outlook, etc.) and Document Control Management Software is required.

Schedule:
- Monday to Friday (8:00 AM to 5:00 PM)
- Primarily office-based with periodic site visits, client meetings, and occasional evening public hearings or municipal meetings.
- In the office for the first 6 months, with the ability to qualify for hybrid/remote flexibility based on a case-by-case basis.
- Occasional local travel required for site inspections and client meetings; mileage/travel reimbursed per firm policy.
- Minimal overnight travel unless supporting out-of-area projects.
