Job Summary
- The Chief Operating Officer (COO) is a member of the executive leadership team and is responsible for the day-to-day operational leadership and coordination of ResourceCare Healthcare Center.
- The COO works closely with the CEO, CFO, clinical leadership, department leaders, and managers to translate organizational priorities and strategic direction into effective operations across all ResourceCare locations and service lines. The COO serves as an organizational integrator, helping ensure that departments work together, responsibilities are completed, barriers are addressed, and organizational initiatives are carried through to completion.
- The COO is expected to maintain a strong operational presence throughout ResourceCare, develop and support leaders, monitor organizational performance, identify opportunities for improvement, and keep the CEO informed of significant operational issues, progress, and needs.
Essential Duties and Responsibilities
Operational Leadership and Execution
- Provides day-to-day operational leadership across ResourceCare locations and service lines.
- Translates strategic priorities and decisions established by the CEO and leadership team into operational plans, responsibilities, timelines, and measurable results.
- Coordinates activities involving multiple departments and ensures responsibilities, deadlines, and follow-up are clearly established and completed.
- Identifies operational barriers, gaps, inefficiencies, and inconsistencies and works with responsible leaders to develop and implement solutions.
- Promotes standardized and efficient processes across ResourceCare while recognizing legitimate differences among locations and service lines.
- Maintains regular visibility and presence throughout ResourceCare clinics to understand operations firsthand and support organizational execution.
- Keeps the CEO informed of significant operational matters, progress on organizational priorities, barriers requiring executive attention, and decisions requiring CEO involvement.
Leadership and Accountability
- Provides supervision, coaching, direction, and accountability to leaders and departments assigned to the COO.
- Develops leaders to independently manage their areas while maintaining appropriate organizational standards and accountability.
- Works through appropriate department leaders and management structures rather than unnecessarily assuming responsibilities belonging to other positions.
- Establishes clear expectations, monitors follow-through, and addresses performance or operational concerns appropriately.
- Participates in recruitment, selection, onboarding, development, and evaluation of leaders and other key positions as appropriate.
- Promotes respectful communication, collaboration, accountability, and alignment with ResourceCare's mission, values, policies, and organizational direction.
- Works collaboratively with other executives and leaders and places the overall needs of ResourceCare, its patients, and the communities it serves ahead of individual or departmental interests.
Medical and Clinical Operations Coordination
- Provides operational leadership and coordination for medical services in collaboration with the Medical Director, nursing/clinical leadership, and other appropriate leaders.
- Coordinates the operational aspects of provider scheduling, clinic coverage, patient access, staffing, workflow, productivity, and efficient utilization of provider capacity.
- Evaluates provider and clinic coverage across locations, including the cumulative operational impact of PTO, CME, vacancies, staffing changes, and other absences.
- Works with clinical leadership to ensure provider schedules and clinic operations support patient demand, continuity of services, organizational goals, and efficient use of resources.
- Supports operational readiness and onboarding of new providers, programs, and clinical services.
- During vacancies or transitions in clinical leadership, may assume additional administrative and operational responsibilities as assigned by the CEO. Clinical decisions and responsibilities requiring licensed clinical authority remain with appropriately credentialed clinical personnel.
Patient Access and Experience
- Works with appropriate leaders to improve patient access, scheduling, patient flow, service availability, and the overall operational patient experience.
- Monitors operational issues affecting patients, including scheduling availability, wait times, clinic workflows, service disruptions, and recurring patient concerns.
- Works across departments to identify and correct operational barriers affecting access, continuity, efficiency, and patient experience.
Operational Performance and Financial Stewardship
- Develops and monitors operational performance measures in coordination with the CEO, CFO, and other leaders.
- Uses operational data to identify trends, performance gaps, capacity needs, and opportunities for improvement.
- Monitors areas such as provider productivity, schedule utilization, patient access, staffing efficiency, clinic capacity, no-shows, workflow performance, and other measures established by ResourceCare.
- Works closely with the CFO and department leaders to understand the financial impact of operational decisions and ensure responsible use of organizational resources.
- Assists with staffing, resource allocation, capacity planning, and other operational decisions affecting organizational sustainability.
Strategic Initiatives and Special Projects
- Leads or coordinates special projects and organizational initiatives assigned by the CEO.
- Coordinates implementation of new programs, service expansions, clinic openings, relocations, renovations, construction projects, technology or workflow changes, and other major organizational initiatives.
- Develops or maintains project plans, responsibilities, timelines, status updates, and follow-up processes as appropriate.
- Brings together appropriate departments and outside parties to ensure projects move forward and identified issues are resolved.
- Participates in provider, leadership, departmental, project, and other meetings when operational coordination or implementation is needed.
- Reports progress, barriers, recommendations, and completed outcomes to the CEO.
Facilities, Technology, Purchasing, and Vendor Coordination
- Works closely with the IT/Facilities Manager and other responsible staff to ensure facility, maintenance, repair, renovation, technology, safety, cleaning, and other physical operational needs are identified, prioritized, coordinated, and completed appropriately.
- Provides additional operational coordination and oversight for significant construction, renovation, clinic expansion, relocation, and facility projects.
- Provides operational oversight and coordination of organizational purchasing, supplies, equipment, group purchasing activities, and related processes in collaboration with Finance and responsible department leaders.
- Assists with operational vendor and partner relationships and ensures responsibilities, deliverables, issues, and follow-up are appropriately managed.
- Assists with implementation and operational monitoring of contracts, MOUs, agreements, and other organizational commitments within the COO's areas of responsibility.
Quality, Risk, Compliance, and Organizational Readiness
- Works collaboratively with the Risk Manager, clinical leadership, and other responsible leaders to support ResourceCare's quality, risk management, compliance, patient safety, and regulatory activities.
- Helps ensure departments complete required operational components of CQI, FTCA, risk assessments, corrective action plans, regulatory activities, and other organizational requirements.
- Coordinates operational follow-through when quality, risk, compliance, or patient safety activities identify needed changes in processes, training, staffing, workflows, or other operations.
- Supports organizational readiness for HRSA reviews, audits, assessments, and other regulatory activities.
- Does not replace the subject-matter responsibility of the Risk Manager or other designated compliance or clinical leaders but helps ensure required organizational activities are coordinated and completed.
340B Program
- Participates actively in the administration and operational oversight of ResourceCare's 340B Drug Pricing Program in coordination with the CFO, Risk Manager, pharmacy partners, vendors, and other responsible staff.
- Helps ensure required 340B activities, documentation, relationships, operational processes, and follow-up are completed timely and appropriately.
- Works with responsible leaders to address identified operational, financial, or compliance issues involving the 340B program.
- Maintains appropriate knowledge of the program and ensures significant issues are communicated to the CEO and other responsible leaders.
UDS, Section 330 Grant, and Organizational Submissions
- Coordinates the operational completion of the Uniform Data System (UDS) Report and Section 330 grant applications.
- Works with clinical, financial, quality, administrative, and other responsible leaders to ensure each area completes its assigned portions accurately and timely.
- Enters or coordinates required organizational and administrative information within HRSA systems and assists with assembling the overall submission.
- Monitors deadlines and completion status, follows up on outstanding components, and reviews submissions for completeness and consistency.
- Coordinates final readiness of submissions for CEO review and submission.
- May submit organizational reports or applications on behalf of the CEO when specifically delegated.
- Assists with other organizational reports, applications, surveys, and submissions requiring coordination across multiple departments as assigned.
Executive Leadership and Governance
- Serves as an active member of the executive leadership team and participates in organizational planning, problem-solving, and decision-making.
- Provides the CEO with timely, accurate, complete, and transparent information necessary for organizational decision-making.
- Provides operational information, reports, and presentations to the Board of Directors or Board committees as requested by the CEO.
- Supports implementation of Board-approved policies, strategic priorities, and organizational initiatives.
- Maintains appropriate confidentiality and professional judgment in executive, employee, patient, and organizational matters.
- Represents ResourceCare professionally with employees, providers, patients, community partners, vendors, governmental agencies, and other stakeholders.
Minimum Qualifications
- Bachelor's degree in healthcare administration, business administration, public health, management, or a related field required; master's degree preferred.
- Minimum of five years of progressively responsible healthcare administration or operations experience, including significant leadership or management responsibility.
- Experience in a multi-site healthcare organization strongly preferred.
- FQHC, community health center, rural healthcare, or safety-net healthcare experience strongly preferred.
- Demonstrated ability to lead through others, coordinate across departments, manage multiple priorities and projects, and move organizational initiatives from planning through completion.
- Strong analytical, problem-solving, organizational, communication, and leadership skills.
- Ability to interpret operational and financial information and use data to support decisions and performance improvement.
- Working knowledge of healthcare operations and applicable regulatory requirements.
- Ability to maintain confidentiality and exercise sound professional and executive judgment.
- Proficiency with electronic health records, business technology, and common office applications.
Physical and Travel Requirements
- Regular travel between ResourceCare Healthcare Center locations is required.
- Must be able to maintain an active and visible presence throughout ResourceCare facilities.
- Work is performed primarily in healthcare and office environments and requires routine use of computers and other office equipment.
- Position may require sitting, standing, walking, and occasional lifting of up to 25 pounds.

Other Duties

Pay: $80,000.00 - $110,000.00 per year
