*** The Target Pay Range typically considered for this position is $80,376 - $117,288 annually. The Full Pay Range for this WMS Band is $71,004 - $130,320 annually. Compensation decisions are determined using factors such as job-related skills, experience, and education or training. We are seeking an experienced and dynamic Occupational Safety & Health (OSH) Digital Education Manager to lead DOSH’s Consultation, Education and Outreach program’s digital education portfolio. This is a management opportunity to shape how more than 3 million Washington workers and their employers receive life-saving safety and health education through websites, e-learning, video, social media, and publications. Position Overview
The OSH Digital Education Manager reports to the Education and Outreach Senior Program Manager and is responsible for the strategic alignment of DOSH’s safety and health education content, materials, and initiatives to the agency’s mission of “Keep Washington Safe and Working.”
This position oversees four interconnected program areas:

DOSH Webmaster/Website: ensuring accurate, up-to-date, and accessible online safety and health information;

Digital and Social Media Strategy: coordinating content and outreach with L&I’s agency-wide communication team;
-
Education and Outreach Content, Materials and Training: developing publications, presentations, and campaigns targeting employers and workers statewide; and
-
Video and E-Learning Creation and Development: producing interactive, high-quality training resources.
Together, these programs monitor emerging occupational safety and health hazards and deliver education and outreach content that cultivates safe and healthy workplace practices across Washington State.
Qualifications Required Education, Experience, and Competencies
-
A Bachelor’s degree in Public Administration, Business, Science, Public Safety, or a related field; equivalent years of experience in mid-level or higher management may substitute.
AND

Five or more years of progressively responsible management and leadership experience with a proven ability to manage for accountability and achieve measurable results.
Digital and Social Media Marketing: At least three years of experience leveraging digital and social media platforms (e.g., email, listservs, blogs, podcasts, YouTube, Facebook, LinkedIn, Instagram, etc.) to engage audiences and drive measurable behavior change toward desired outcomes.
In addition to:

Expert knowledge of federal and state occupational safety and health programs, policies, and regulations.

Expert knowledge of public sector management and leadership principles.
-
Advanced knowledge of and experience with regulatory, legislative, and budget processes.

Demonstrated ability to think and plan strategically, develop and implement performance measurement systems, and achieve results critical to the agency’s mission.

Skills to manage in a politically complex environment, build partnerships, and address multiple competing priorities and diverse stakeholder interests.

Effective public speaking and written communication skills.

Significant knowledge of federal and state employment laws and labor contracts, recruitment and fair hiring practices, performance appraisal, coaching and mentoring, corrective and disciplinary action, and promoting a diverse workforce.

Ability to “think outside the box” and develop creative new approaches to safety and health education.

Things You Need To Know
This position can be assigned to any L&I location statewide. Telework is permitted, dependent on business needs, with an expectation to report to the office at least once per month.
The position works an unscheduled workweek that may exceed 40 hours, including evenings, weekends, and holidays as needed. Flexibility in scheduling is essential to meeting the demands of this role.
Travel is occasional. An employee driving on state business must have a valid Washington State driver’s license. An employee driving a privately owned vehicle on state business must carry liability insurance.
