Position Summary: The Lead Housing Counselor provides leadership and direct support to housing counselors while helping individuals experiencing homelessness achieve stable housing. This position coordinates housing plans, supervises daily case management activities and collaborates with community partners to connect clients with housing and other supportive services. Employees in this role must demonstrate the values of Familylinks while assisting clients with the development of life skills.
Assignments
-
Complete intake assessments and assess for client needs.

Develop individualized housing service plans.

Conduct regular case management meetings with clients.

Assist clients in obtaining identification, income, benefits, and healthcare.

Help clients search for and secure permanent housing.
Housing Placement
- Build relationships with landlords and property managers.
- Assist with housing applications and required documentation.
- Advocate for clients with housing providers and public agencies.
Team Leadership
- Provide coaching, guidance, and training to staff.
- Review case notes and documentation for quality and compliance.
- Assist with staff scheduling and daily operations.
Shelter Operations
- Ensure shelter policies and procedures are followed.
- Respond to emergencies and behavioral incidents.
- Coordinate with staff to maintain a safe environment.
- Assist with admissions, exits, and bed management as needed.
- Facilitate emergency preparedness and safety planning.
Documentation and Compliance

Managing client information/documentation in Welligent

Maintain accurate and timely case records in HMIS.

Ensure confidentiality and proper recordkeeping.

Track housing placements, exits, and follow-up services.
Community Collaboration
- Develop partnerships with landlords, housing providers, and social service agencies.
- Attend community meetings and Continuum of Care (CoC) meetings.
- Coordinate referrals with mental health, substance use, employment, and veteran service providers.
- Represent the shelter during community outreach events.
Administrative Responsibilities
- Monitor program goals and performance indicators.
- Assist with grant reporting and audits.
- Recommend improvements to shelter and housing programs.
- Support implementation of new policies and best practices.
- Help resolve client complaints.
Daily Leadership Duties

Review new intakes and discharges.

Monitor progress toward housing placement goals.

Provide support to staff.

Communicate updates to the Shelter Manager or Program Director.
Overall, the Lead Housing Counselor ensures clients receive effective, coordinated services while providing leadership to the housing team and helping the emergency shelter meet its housing placement and compliance goals.
Education & Qualifications
-
Proficiency with MS Office, Welligent and additional programs used for client information. Computer/laptop are required.

High school diploma/GED and three or more years of relevant experience

Bachelor's Degree preferred

Education may be substituted for years of experience
Working Conditions

Schedule may require working evenings, weekends, holidays, and overtime, as required and/or directed

Positions are in a variety of community-based settings.

Work with clients who have complex needs, including but not limited to mental health; alcohol and other drugs.

Lifting 50 lbs. maximum with frequent lifting and or carrying objects weighing up to 25 lbs. Position may involve pushing, pulling and reaching as well as long periods (four to eight hours) of walking and standing.
