Minimum Education: Bachelor’s degree from an accredited college or university in Public, Business, Court or Judicial Administration or related field.
Minimum Experience: Four years of increasingly responsible judicial administrative experience with one year of supervisory or lead experience OR any combination of education and experience which would provide the knowledge, skills, and abilities to perform the job.

POSITION SUMMARY:
This position is responsible for assisting with administrative oversight, leadership, planning, coordinating and control of the Juvenile Court; also assists in enforcing and implementing policies, procedures and legal requirements applicable to departmental operations.
ESSENTIAL FUNCTIONS:

- Provides leadership in attracting, retaining and developing an engaged workforce in the delivery of superior services to County residents.
- Directs the work of and manages the administrative staff of the Office. Interviews and selects new employees. Provides training, instructions, and ongoing training needs. Assigns tasks, reviews work, and prepares performance evaluations. Provides staff coaching/counseling. Recommends employee transfers, promotions, disciplinary action, and discharge.
- Organizes and directs the day-to-day operations of the Office.
- Provides administrative direction to the Office through the policies, procedures and directives that are continually updated. Counsels staff on changes and interpretations of laws, guidelines, policies and procedures.
- Oversees and performs purchasing, accounting, inventory control, and budget monitoring functions to assist in providing fiscal accountability.
- Administers cost reimbursable federal and state contracts, including required contract reporting, and reporting for reimbursement processes which include program expenses, direct and indirect cost reporting for administration and operation services.
- Assists in personnel administration functions by maintaining personnel records and preparing timecards and payroll records.
- Collects, analyzes, and interprets statistical and other data; prepares written reports and makes recommendations regarding their feasibility based on studies, surveys, and analyses.
- Resolves inquiries, complaints, problems or emergencies.
- Represents the Administrator at meetings and acts on the Administrator's behalf as directed.
- Acts as liaison with other departments and outside agencies to coordinate activities; provides detailed information and assistance to staff, officials, organizations, and the public regarding department operations and policies.
- Remains current on legislation, legal requirements, and ordinances affecting unit operations and interprets information to advise staff or subordinates of any applicable changes in procedures to reflect revised legal requirements.
- Assists in the development and recommendations of the biennial budget; forecasts necessary funding for staff, equipment, material, and capital improvement plans. Monitors budget throughout the year.
- Researches, recommends, develops, and implements policy and procedures for operational effectiveness.
- Provides advanced level and confidential administrative support including compiling detailed information, preparing policies, statistical reports, agendas, and other documents.
- Composes general correspondence and reports; proofreads and edits documents.
- Enters, scans, updates, and maintains information in spreadsheets, databases, and reports.
- Maintains electronic filing, paper filing, and record systems to provide easy access to records and information; provides retention of records as required by Department and County policies.

- Applicable statutes and ongoing statutory changes, procedural changes, and form changes.
- Management and supervisory practices and principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.
- The County and Office’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
- Principles and practices of budgeting, fiscal management, and project management principles and techniques.
- Administrative policies and procedures of the County.

- Preparing accounting transactions, financial statements and reports.
