The West Virginia Emergency Management Division (WVEMD) is seeking a Grants Management Specialist 1 to join our team! This position will have you working with federal, state, and local shareholders in helping communities throughout West Virginia recover from disasters. This opportunity will provide you with a chance to explore our state, and other parts of the country, with travel for both fieldwork and training opportunities.
Duties
In this role, you can expect to perform the following duties:
· Providing technical assistance and guidance to sub-grantees on federal grants for the repair, restoration, reconstruction, and/or replacement of public facilities or infrastructure damaged or destroyed in events covered by a federal disaster declaration.
· Monitoring the progress of grant projects and ensuring compliance with federal and state laws, policies, rules, and regulations.
· Assisting sub-grantees throughout the grant life cycle, including project scoping, project development, and project review through project closeout.
· Conducting initial and joint damage assessments, field visits, project site inspections, and audits.
· Maintaining spreadsheets and other financial documentation for assigned sub-grants.
· Preparing reports on grant delivery as required.
· Delivering technical assistance training to local government and community organization personnel through public meetings, training events, which includes travel.

· Knowledge of the FEMA Public Assistance Grant Program (PAGP).
· Knowledge of FEMA-related grants.
· Knowledge of Codes of Federal Regulation (CFR).
· Knowledge of Environmental & Historic Preservation (EHP).
· Knowledge of construction or engineering practices.
· Prior experience working during or after disasters.
Minimum Qualifications:
Training: Graduation from an accredited four-year college or university with a major in business or public administration, economics, finance, business management or accounting or related areas.
Substitution: Additional qualifying experience as described below may be substituted for the required training on a year-for-year basis.
Experience: One year of full-time or equivalent part-time paid experience in grants management or public funds administration.
Substitution: Master's degree in business or public administration, economics, finance, business management, accounting, or a closely related field, from an accredited college or university, may be substituted for the required experience.
Compensation:

· Salary compensation for this role is $32,862 to $56,373 dependent upon education and experience.
