POSITION OVERVIEW
The Human Resources Manager serves as a trusted partner to leadership and the primary point of contact for employees on all HR-related matters. Reporting to the President & CEO, this role designs, implements, and executes HR programs that drive engagement, performance, and compliance across a growing government contracting workforce.
The HR Manager owns the day-to-day delivery of benefits, leave administration, HRIS, employee relations, talent management, and regulatory compliance, while also serving as a strategic partner to leadership on workforce planning and organizational development.
This position builds strong, collaborative relationships, applies sound business judgment, and anticipates current and emerging workforce needs to support the company’s mission and growth.
ESSENTIAL JOB FUNCTIONS
Strategic HR Partnership
- Serve as a trusted advisor to senior leaders, influencing decisions that strengthen collaboration, accountability, and achievement of organizational objectives.
- Partner with operational leaders and program managers to ensure consistent, compliant, and values-based HR practices across the organization.
- Anticipate workforce and organizational needs and proactively design solutions aligned with business strategy.
- Translate business goals into practical, results-driven HR programs and initiatives.
Talent, Performance & Organizational Effectiveness
- Lead initiatives across culture and engagement, performance management, talent development, leadership development, and organizational design.
- Support change management efforts, including workforce transitions, restructuring, and culture initiatives.
- Develop and implement workforce and succession planning aligned with long-term business goals.
- Manage the employee performance review process from planning through execution.
- Coach managers on leadership effectiveness, team performance, and employee development.
Benefits, Leave & HRIS Administration
- Administer the company’s benefits programs, including health, dental, vision, life, disability, retirement, and ancillary plans.
- Lead annual open enrollment and manage qualifying life events, new hire enrollments, and ongoing employee benefits inquiries.
- Manage all employee Leave of Absence (LOA) cases, including FMLA, ADA accommodations, short-term disability, and personal leave.
- Own day-to-day administration of the HRIS, including data integrity, employee records, reporting, and configuration changes.
- Analyze HR data and benefits reporting; identify trends and recommend program improvements and cost-management strategies.
- Evaluate and recommend benefits plan design changes and vendor relationships in partnership with leadership.
HR Operations & Employee Relations
- Act as the first point of contact for employees on HR-related queries; answer questions about policies, benefits, and processes, and escalate complex matters as appropriate.
- Maintain accurate and up-to-date HR files, records, and documentation; perform periodic audits to ensure completeness and compliance.
- Manage the onboarding process from candidate selection through new hire orientation; coordinate with IT for email, equipment, and access provisioning.
- Manage off-boarding for departing employees, including exit interviews and final documentation.
- Conduct employee relations investigations and recommend appropriate resolution.
- Review, develop, and update company policies and the employee handbook to reflect current laws, regulations, and best practices.
Compliance
- Ensure compliance with federal, state, and local employment laws and regulations; proactively identify risks and recommend best practices.
- Stay current on regulatory changes (FLSA, FMLA, ADA, EEO, OFCCP, etc.) and lead implementation across the organization.
- Support compliance with government contractor HR requirements, including affirmative action and EEO reporting.
Recruiting & Onboarding
- Manage open requisitions and partner with hiring managers on sourcing strategy, candidate evaluation, and offer development.
- Prepare candidate resumes for submission to customer programs as needed.
- Coordinate background investigations and ensure new hire documentation is complete and accurate.
Engagement & Culture
- Plan and execute company events and recognition programs, including benefits enrollment, all-hands meetings, employee recognition, and holiday gatherings.
- Develop and distribute internal communications, including company newsletters and new employee announcements.
- Champion company values, culture, and engagement across the workforce.
REQUIREMENTS
Mandatory
- Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience).
- 7+ years of progressively responsible HR generalist experience at a mid-size government contractor.
- 2+ years of experience in a government contracting and/or Aerospace & Defense environment.
- Demonstrated experience directly administering benefits, leave (FMLA/ADA), and HRIS platforms.
- Working knowledge of federal and state employment law (FLSA, FMLA, ADA, EEO, etc.).
- Demonstrated success coaching, influencing, and partnering with leaders at all levels.
- Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
- Strong project management, organizational, and written/verbal communication skills.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
- U.S. Citizenship; ability to obtain and maintain a DoD security clearance, if required.
Preferred
- SHRM-CP / SHRM-SCP or PHR / SPHR certification.
- Hands-on experience administering modern HRIS platforms (e.g., ADP, Paylocity, UKG, Workday, Dayforce).
- Experience supporting a cleared workforce in the Intelligence Community or DoD.
- Experience operating in a small to mid-sized, high-growth organization.
