POSITION Participant Advocate - Enrollment & Eligibility Representative

REPORTS TO Enrollment & Eligibility Supervisor
JOB SUMMARY – The Enrollment & Eligibility Representative is responsible for the accurate and timely processing
and balancing of employer payroll reports and member contributions into V3 to establish eligibility for members &
their dependents. This position requires communicating with employers, participants, local unions and other parties
to assist with questions, resolve issues and enforce policy while providing the premier participant experience.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Obtain and maintain a working knowledge of the V3 system
- Input and balance employer payroll reports and contributions into the V3 system
- Input employer audit reports
- Reconcile single employer accounts
- Process electronic upload files from vendors; troubleshoot import errors and exceptions
- Process incoming reciprocity
- Resolve employer discrepancies and enforce policy
- Verify and update member job class codes and member home locals as appropriate
- Maintain and update employer information in V3
- Process participant enrollment forms and review supporting documentation
- Respond timely and accurately to phone calls, e-mail, and correspondence by answering questions; quoting self-payment amounts; verifying eligibility for benefits
- Handle all participant contributions to include short payments, buy-up payments, retiree self payments and COBRA payments; process adjustments and refunds as necessary
- Setup and maintain retiree accounts, including gathering all required information such as a Medicare card, etc.
- Setup and maintain COBRA applications
- Process Life Insurance Claims
- Serve as Local Union liaison with inbound/outbound calls, as well as email and correspondence
- Review construction employer participation agreements to verify the eligibility of members
- Other duties as assigned
REQUIRED AND PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES
- Minimum 1 year of data entry and account balancing experience; proficient in math
- Bachelor's Degree or equivalent experience required
- Must be able to enter 10,000 ksph
- Must be able to type 30wpm
- Excellent written & verbal communication skills
- Taft-Hartley Trust Fund experience preferred
- Dependability – ensures timely arrival and consistent attendance to support the achievement of the team's goals
- Proficiency in MS Office is required; must be highly proficient in MS Excel
- Excellent time management skills and ability to multitask and prioritize work
- Strong attention to detail and problem-solving skills
- Strong organizational and planning skills
- Demonstrates ability to manage complex issues while maintaining a flexible, positive, and cooperative demeanor
- Responds in a timely manner to operations leaders and stakeholders to facilitate informed decision-making
- Troubleshoots assigned issues, gathers evidence, and investigates all relevant information with vendors and internal departments to resolve the problem in a cooperative and collaborative manner
