The Federation of Virginia Food Banks is a 501(c)(3) nonprofit state association of food banks affiliated with Feeding America. The Federation supports the seven regional Virginia/Washington DC food banks in building partnerships, securing resources, sharing data, and raising awareness of food insecurity throughout the Commonwealth.
Working together as the largest hunger-relief network in the Commonwealth, Virginia’s seven regional food banks distributed 165 million pounds of food through 1,150 agency partners in 2025.

The Federation is the Commonwealth’s leader in advancing healthcare integration of food access. As the founder of the Virginia Food is Medicine Coalition, we spearhead statewide policy and advocacy efforts to secure healthcare reimbursement for Food is Medicine services. Our flagship Food Pharmacy program serves over 55,000 patients annually through 95+ healthcare clinic partners, demonstrating the scalability and impact of healthcare-integrated food access models.
Position Summary: The Food is Medicine Senior Director leads the implementation of Food is Medicine interventions across Virginia's food banks. This position oversees program expansion and quality improvement, collaborates with Medicaid managed care contracts to expand Food is Medicine programming, and contributes to statewide Food is Medicine advocacy efforts. This senior leadership role requires a visionary leader who can provide hands-on direction to food banks, navigate complex healthcare and policy landscapes, build consensus among diverse stakeholders, and advance health equity through sustainable, evidence-based food access interventions.
Job Responsibilities:
● Oversee the design, implementation, and scaling of Food is Medicine programming across Virginia's food banks, ensuring compliance with existing contracts and program standards
● Lead and coordinate a statewide Food is Medicine implementer workgroup, convening virtual and in-person meetings to share learnings, address implementation challenges, and align on program standards and best practices
● Provide tools and technical assistance to support food bank implementation and collaboration
● Manage multimillion dollar program budgets, including invoicing processes and reimbursement workflows, ensuring program’s fiscal responsibility
● Ensure program compliance, documentation accuracy, and adherence to contractual and regulatory requirements
● Serves as primary evaluation liaison, coordinating with internal and external evaluation partners to study the effectiveness of Food is Medicine programming; oversees data collection and reporting on participant outcomes and operational metrics
● Lead continuous improvement efforts, surfacing workflow challenges, recommending process updates, and leading training or quality assurance activities
● Serve as key spokesperson for Food is Medicine initiatives, presenting at statewide and national conferences
● Develop and maintain strategic relationships with Managed Care Organizations (MCOs), healthcare systems, community organizations, and government agencies to integrate Food is Medicine services into healthcare
● Lead business development efforts to secure new MCO pilot programs and contracts
● Monitor Medicaid policy landscape and advocate for policy changes that support Food is Medicine reimbursement and integration into healthcare systems
● Actively support resource development for Food is Medicine initiatives
Required Qualifications:
● Minimum 7-10 years of progressive leadership experience in healthcare, food systems, public policy, or related field
● Demonstrated experience managing large-scale programs and budgets
● Proven track record in coalition building and/or stakeholder management
● Possesses superior writing and communication skills, including experience presenting to high-level audiences
● Outstanding interpersonal and relationship management skills, including the ability to identify and work through challenges, underscored by strong judgment and emotional intelligence
● Demonstrated ability to lead independently in high-pressure environments, balance multiple stakeholder demands while maintaining strategic clarity, and adapt to evolving healthcare and policy landscapes
● Willingness to travel outside the office, occasional evening and weekend work. Flexibility required to adjust to other needs of the department. Valid driver's license and automobile insurance required
Preferred Qualifications:
● Master’s degree in Public Health, Public Policy, Healthcare Administration, or related field
● Track record of success in business development and/or contract negotiation within healthcare settings
● Experience with program evaluation and data-driven decision-making
● Knowledge of healthcare reimbursement systems and regulatory frameworks
● Understanding of Medicaid managed care operations, billing processes, and contracting requirements
