General Description
The Human Resources Generalist is progressively responsible for duties in all phases of employment including recruitment and retention, employee benefit program administration, payroll, maintenance of Job Descriptions and compensation plans, employee incentive programs, training, HRIS, policies and procedures and employee recognition. The varied duties of this position are performed with considerable independence and judgment in accordance with established city policies, under the direction of the City Manager.
Essential Functions:
1. Establishes and maintains electronic records and files; processes personnel transactions, maintains compliance with federal and state regulations, processes I-9 documentation.
2. Performs benefits administration to include enrollment, changes, reconcile benefit invoices, claims resolutions, and providing information to employees.
3. Assists with inquiries regarding procedures, policies and applicable laws.
4. Reviews and process position requisitions. Prepares job postings for advertising.
5. Utilizes the HRIS Applicant System to maximize application features.
6. Monitors performance evaluation program. Sends notices to department heads and supervisors of upcoming evaluations and release from probation forms.
7. Process personnel transactions in the HRIS which include new hires, promotions, employee deductions, changes in pay, and employment separations.
8. Provides data and reports as requested.
9. Manages compliance for Drug Free Workforce.
10. Supports Workforce Wellness Teams and provides opportunities to reduce overall health insurance costs.
11. Processes and monitors workers compensation, unemployment and disability claims and serves as primary point of contact for injured employees, resolving problems, complaints and follow ups with regard to status of physician appointments to determine employee’s return to work and any other related issues as needed.
12. Conducts or acquires background checks and employee eligibility.
13. Attends and participates in employee disciplinary meetings, terminations and investigations.
14. Provides coaching and guidance to managers regarding employee relations, policy and procedure questions and makes recommendations for changes to existing policies to ensure compliance with new or proposed regulations including the development of performance improvement plans, disciplinary actions, and conflict management.
15. Implements new hire orientation and employee recognition programs.
16. Processes tuition reimbursement requests.
17. Assists with research and documentation for compensation procedures.
18. Fulfills public records requests relating to Human Resources and Risk Management to include copying employee personnel files and other documents.
19. Assists employees in completing appropriate paperwork upon resignation.
20. Serves as the primary point of contact for providing information to employees, retirees and former employees on all benefit related questions including medical, dental, COBRA, life insurance, AFLAC supplemental insurance Deferred Compensation (457) plan and the ICMA 401.
21. Processes all enrollments and terminations in the City’s benefit programs and acts as the primary City administrator of the online benefit system including all insurance and COBRA transactions along with payroll data entry related to include FRS Special risk enrollment.
22. Assists in the administration of FMLA and monitors procedures, ensuring employee eligibility, tracking leave time, maintaining files and records in compliance with Federal guidelines.
23. Processes loans/emergency withdrawals from 457 accounts, including receipt of appropriate transactions.
24. Performs other related duties as necessary and directed by the City Manager.
Education and/or Experience:
Essential:
1. Bachelor’s degree in a personnel related field of study.
2. Minimum of five (5) years of Human Resources related experience/any combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the essential functions of the job.
3. Working knowledge of word processing and electronic recording equipment.
Desirable:
Public Human Resources Profession (PHRP) or SHRM Certification.

Human Resources best practices, City governmental and public safety operations, Employee benefits administration, Microsoft Office; Word, Excel, Outlook Human Resources Information Systems, Communicating clearly and effectively, both orally and in writing; Applying appropriate policies to payroll and personnel transactions; Organizing work activities to accomplish objectives; Performing complex mathematical and statistical computations; Compiling data into readable and understandable report format; Ability to obtain a Notary Public Commission is required.

This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined by the City Manager in the City’s Emergency Management. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by the City Manager or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination.
