Position Summary:
The Safety Manager is responsible for planning and directing safety programs, policies, and initiatives to ensure the development and implementation of a robust and effective safety program. The Safety Manager must be familiar with safety concepts, practice, and procedures, demonstrates a strong commitment to a safety culture, and provides leadership for the Company’s vision for safety. Through their extensive experience and judgement, they will lead and direct the work of others to plan and accomplish goals by exercising a wide degree of creativity and latitude. The Safety Manager reports do the Project Direct and develops appropriate measurements and reports on safety performance to senior management.
Duties and Responsibilities:
- Develops, implements, executes, monitors, and controls a compliant site-specific Safety and Health Program Plan (SSHSP).
- Ensures adequate conditions for a safe and healthy work environment at all base locations.
- Ensures the SSHSP meets the intent and requirements of OPNAVINST 5300 Series, 29 CFR 1910.119, 120, and 126 (OSHA), EM-385-1-1, and other applicable codes and standards such as NFPA and ANSI. Leads and directs safety staff and works closely with the Guam BOS Program Manager to ensure safe work practices and hazards abatement throughout the organization.
- Enforces safety-related regulations.
- Ensures workplace health.
- Establishes procedures to prevent incidents related to injury, fire, equipment loss, or property damage. Responsible for the timely and accurate submission of CDRLs, scheduling, staffing, planning, and budget/cost activities for the safety organization.
- Works closely with assigned safety staff of Safety Specialists to develop comprehensive safety and hazard mitigation approaches.
- Ensures subcontractors adhere to our safety policies as well as relevant Government rules, regulations, and law.
- Serves as the liaison with Guam counterparts involving safety related matters.
- Maintains and continuously improves the SSHSP.
- Organizes and facilitates regularly scheduled safety training with the leadership team and staff to educate and implement safety as a strategy.
- Develops training for employees in safety principles and contract compliance requirements.
- Develops short and long-term plans for the safety department together with supporting budgets.
- Manages the resources of the safety department staff for all projects and services.
- Handles staffing and personnel management duties.
- Provides hands-on leadership, guidance, and career growth opportunities to the safety department.
- Serves as a key member of Company’s leadership team.
- Establishes and maintains partnership with Government counterparts to ensure Company commitment to excellence. Perform other related duties as assigned.
Qualifications and Skills:
- Must possess a high school diploma, or equivalent.
- Must have a Bachelor’s degree in Safety, Industrial, Electrical, or Mechanical Engineering, Industrial Hygiene, Health Physics, Fire Prevention Engineering, or other related engineering or scientific fields from a U.S. accredited college, university or equivalent institution.
- Must have a minimum of ten (10) years of experience in Safety Managerial positions.
- Must have Engineer or Safety and Occupational Health Management Specialist experience or equivalent experience gained by performing specialized work in a closely related scientific field that may be substituted at the discretion of the Government.
- Must have prior management and supervisory experience.
- Must have highly developed leadership, communications (written, oral, and presentation), interpersonal, and management skills/.
- Must be able to multi-task in a fast-paced work environment.
- Must be able to work in a team environment across all levels of the organization.
- Must be able to manage subordinates, projects, and workflow effectively.
- Must have exceptional organizational skills with the ability to manage multiple and competing priorities.
- Must be proficient in Microsoft Office programs to include Word, Excel, Outlook, and PowerPoint.
- Must be able to perform functions as itemized in nature and scope of work and in physical and environmental requirements of the job.
- Must be able to obtain and maintain a Secret clearance.
