Abode Property Management, one of the largest and effective nonprofits working to end homelessness in the Bay Area, is seeking a Assistant Property Manager for Santa Cruz County.
About The Role: The Assistant Resident Relations Manager (ARRM) supports the Resident Relations Manager and Property Operations Supervisor in maintaining a safe, stable, and supportive living environment within permanent supportive housing communities. The ARRM assists with resident engagement, housing retention support, property curb appeal, maintenance coordination, habitability oversight, and administrative functions related to site operations. This position works closely with residents, service providers, onsite staff, vendors, and central operations teams to support the effective day-to-day functioning of the property. The ARRM performs operational and resident-facing duties and assists with coordinating site activities but does not have primary responsibility for personnel management, hiring decisions, or other managerial authorities. The ARRM does not perform specialized technical functions such as leasing certifications, waitlist management, recertifications, rent collection, rent ledger management, or regulatory compliance functions, which are managed centrally by APM’s Central Operations Team.

How You Make An Impact:
Resident Relations & Housing Retention
- Assist in building positive, professional relationships with residents using trauma-informed and culturally responsive engagement.
- Respond to resident concerns, behavioral challenges, conflicts, reasonable accommodation requests, and habitability issues in coordination with the Resident Relations Manager and service providers.
- Support residents in understanding lease requirements and community expectations.
- Assist with early intervention for tenancy concerns and escalate issues to the Resident Relations Manager or Property Operations Supervisor as needed.
- Participate in case of conferencing or multidisciplinary meetings with service providers when requested.
- Support communication between residents, property management staff, and service providers regarding housing-related concerns.
- Assist in showing units to prospective residents and collecting required documentation in coordination with the Central Operations Team and in accordance with applicable regulatory requirements.
Site Operations & Habitability Oversight
- Assist with daily property walk-throughs to monitor safety, cleanliness, and housing quality standards.
- Identify maintenance issues and submit work orders as needed while coordinating with onsite maintenance staff for follow-up.
- Assist in monitoring unit readiness for turnover and coordinate with the Central Turnover Team when needed.
- Support access to units for inspections, preventive maintenance, repairs, and emergency entry when required.
- Assist with monitoring common areas to ensure they remain clean, secure, and accessible.
Staff Coordination & Operational Support
- Provide operational support to onsite staff by communicating daily priorities and assisting with task coordination when directed by the Resident Relations Manager.
- Support onboarding and training onsite staff in operational procedures and property expectations.
- Monitor completion of assigned tasks and communicate operational concerns to the Resident Relations Manager.
- Assist with staff scheduling coordination and coverage when requested.
- Provide input regarding staff performance or operational concerns to supervisory staff; personnel decisions remain the responsibility of the Resident Relations Manager or Property Operations Supervisor.
- The Assistant Resident Relations Manager does not independently hire, discipline, terminate, or evaluate employees.
Vendor & Facilities Coordination
- Assist in coordinating on-site vendor activity including janitorial services, landscaping, pest control, security, and unit turnover work.
- Monitor vendor activity on site to ensure work is completed safely and according to scope.
- Assist with maintaining documentation related to maintenance or habitability issues requiring follow-up.
- Support property inspections as requested by management, lenders, or regulatory partners.
- Assist with processing vendor invoices and submitting documentation for approval through established procedures.
Safety, Community Standards & Incident Management Support
- Support property safety efforts through routine site observations and reporting safety concerns.
- Respond to onsite incidents following organizational protocols and escalate issues to supervisory staff.
- Document incidents and maintain accurate records according to agency procedures.
- Assist in monitoring community standards and supporting enforcement of property rules in coordination with service providers.
- Support emergency preparedness procedures and drills.
Administrative & Communication Support
- Maintain resident communication logs, incident reports, and habitability documentation.
- Maintain onsite operational files including work orders, notices, correspondence, and related documentation.
- Provide requested field information to Central Operations Teams including Compliance, Turnover, and Rent & Revenue.
- Post notices and communications directed by Central Operations or supervisory staff.
- Assist with preparing operational reports related to housing retention, vacancies, and turnover activity.
- Participate in required training, staff meetings, and professional development activities.
- Perform other duties as assigned.
How You Meet Qualifications:
- High school diploma or equivalent (GED) required; some college or training in business, real estate or human services preferred.
- 1-2 years of progressively increasing property management experience or experience working in affordable or supportive housing, shelters, behavioral health, customer service, or mediation roles strongly preferred.
- Experience working with diverse populations including individuals with complex housing or service needs, is strongly preferred.
- Reliable transportation or access to a vehicle is required to work in an office, attend in-person meetings, and offsite events.

- Experience in analyzing and prioritizing complex situations, policies and procedures, laws and regulations and exercise good judgment in the course of completing required duties.
- Thorough knowledge of fair housing and landlord-tenant laws.
- Proficiency in Microsoft Office programs, systems, and platforms and Yardi or other Property Management software.
- Ability to learn and use required mobile devices and business-related applications.
