Essential Job Functions:
Supports the Superintendent in planning, implementing, and directing system maintenance, and meter services operations. Develops, recommends, and maintains written procedures, policies, and operational guidelines. Coordinates and advances leadership development within the Meter Services team and provides direction where process or workflow changes may be needed.
Ensures accurate recordkeeping, operational metrics, and compliance documentation reflecting performance in meter installations and maintenance activities. Prioritizes workload to ensure timely completion of corrective work, emergency response, and scheduled maintenance.
Responds to inquiries, concerns, and service requests from citizens, contractors, regulatory agencies, and internal departments using professionalism and sound judgment. Provides daily oversight and supervision to crew leaders, meter technicians, utility servicers, and technical personnel. Assists with performance evaluations, staff coaching, and personnel development in coordination with the Superintendent.
Supports the development of the Division’s strategic planning, capital improvement priorities, budget preparation, accreditation efforts, and annual operational initiatives. Helps develop and enforce safety procedures for field operations, confined space entry, chemical handling, energized equipment, and meter service activities. Assists with the procurement of materials, equipment, and contracted services necessary for operations.
Manages project work related to meter service operations, infrastructure upgrades, regulatory compliance, and system optimization. Maintains a culture of training, continuing education, and operational excellence within the workforce.
As part of the Water Department’s leadership team, collaborates with water, wastewater, reuse, distribution, lift station, engineering, and administrative divisions, and serves as a liaison to the Customer Service and Meter Services Divisions. Serves as a point of contact during emergency incidents, treatment plant disruptions, spills, service outages, or storm events. Safely operates City vehicles to perform field work. Weekend, evening, holiday, and special project work may be required. Must be available to perform essential job functions outside of normal work hours in response to emergencies, including participation in an on-call rotation. This position shall perform the duties and responsibilities of the Superintendent in their absence.

Knowledge, Skills & Abilities:

Thorough knowledge of reclaimed water distribution systems, pump stations, AMI/AMR technologies, and related mechanical, electrical, and instrumentation systems.

Strong understanding of SCADA systems, telemetry, regulatory compliance requirements, sampling procedures, backflow prevention, chemical treatment processes, and DEP reporting.

Knowledge of confined space entry, lockout/tagout procedures, hazard communication, and general safety practices.

Ability to interpret and implement written and oral instructions, technical manuals, system drawings, and regulatory documents.

Must be able to plan and supervise the work of multiple crews.

Requires effective communication skills and the ability to maintain strong working relationships with employees, contractors, regulators, and the public.

Must be capable of working outdoors in adverse conditions and performing tasks that may require physical effort.
Minimum Education & Experience:
-
Graduation from an accredited high school or possession of a GED is required.
-
A minimum of four (4) years of progressively responsible experience in construction, utility, or water distribution operations is required, with at least two (2) years in a supervisory, lead, or management capacity.

Experience working with treatment plant operations, lift stations, SCADA systems, AMI/AMR technologies, meter services, and regulatory compliance is strongly preferred.

Must possess or obtain within one (1) year of employment a valid Level III Water Distribution License and Reclaimed Water Distribution Level C Certification.

An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.
Special Requirements:

Possession of a valid Florida Class B driver’s license and a good driving record as determined by the City of Winter Haven.

Absence of non-prescribed controlled substances in the applicant’s system as verified by a laboratory approved by the City of Winter Haven.
Physical / Environmental Factors:

Must have the physical ability, strength, and flexibility to perform job duties in a utility systems environment.

Requires moderate physical effort including stooping, kneeling, climbing, and lifting up to 50 pounds. Work involves exposure to chemicals, wastewater, noise, and weather conditions.
