The Performance Measurement and Evaluation (PME) unit is recruiting for two mid-level evaluator position. These evaluator positions are centrally located within the PME unit of the DCHS Director's Office. PME is composed of a team approximately 50 dedicated program evaluators and data analysts who work with program staff and providers to develop frameworks for understanding the outcomes and equity impacts of DCHS programs. This work includes determining appropriate performance measures, managing data collection, supporting continuous quality improvement, and conducting analyses to inform decision making and improve service delivery. PME disseminates research and evaluation findings and promotes organizational learning through published reports and online dashboards.
These evaluator positions will work with program staff and service providers to use data to measure, continuously improve, and report about programming. This includes developing data collection plans, creating routine and custom reports, facilitating data-focused conversations, etc. These positions may also support the development of requests for proposals (RFPs) and conduct outcomes-focused program evaluations that assess a program’s contribution toward division- and department-wide goals.
These evaluator positions will support different bodies of work with the Behavioral Health and Recovery Division (BHRD) and the Developmental Disabilities and Early Childhood Supports Division (DDECSD).
PME is recruiting one mid-level Evaluator position to support Behavioral Health Programs that support people living with or at risk of mental health conditions and substance use disorders (SUD). These programs are administered by the Behavioral Health and Recovery Division (BHRD), which is funded through the MIDD Behavioral Health Sales Tax, Medicaid, state contracts, grants, and other sources. This position will support the design and implementation of performance measurement, evaluation, and quality improvement strategies for different prevention and intervention programs, which include community-driven behavioral health programs, recovery supports for individuals with an SUD, housing supportive services, and more.
PME is also recruiting a mid-level Evaluator to support the Community Information and Early Childhood Supports work within the Developmental Disabilities and Early Childhood Supports Division (DDECSD), including early childhood (prenatal to five years) strategies funded by Best Starts for Kids (BSK). The Evaluator will support programs that promote community information and advocacy, systems navigation, training and technical assistance, and behavioral supports for children, youth and adults with developmental disabilities or delays and their families. In addition, they will also support strategies that advance the Early Childhood Supports Team's mission of nurturing the development and wellbeing of all children prenatal to five and their families through culturally relevant, equitable and meaningful supports and services, countywide.
This selection process will fill our current vacancies but may also establish a pool of qualified candidates should additional Evaluator positions open up within the next 6 months.
To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:

Design equity-centered performance measurement plans with community-based organizations to support learning and continuous quality improvement.

Develop data collection tools using a variety of methods, such as surveys, interviews, narrative reporting, focus groups, and reporting spreadsheets.
-
Provide technical assistance and support to partners in collecting, reporting, analyzing, and making meaning of data.
-
Manage and analyze both quantitative and qualitative data using appropriate statistical methods and data cleaning and validation tools.
-
Design, manage, and conduct analyses and evaluation projects in collaboration with community-based organizations, program managers, and/or external evaluators.
-
Lead data-driven conversations based on analyses and reports with King County division staff and/or community-based providers.
-
Actively contribute to the furthering of anti-racist work and equity and social justice initiatives within and across divisions and units.

Develop reports, dashboards, presentations, and other visual tools to support the use of data in decision making and storytelling.

Draft annual reports and briefings for policy makers, department leadership, provider agencies, and community members.

WE ARE LOOKING FOR CANDIDATES WHO HAVE:

Demonstrated knowledge of equity and social justice principles and practices and ability to apply this knowledge to all areas of the work, including methods, analysis, results interpretation, and dissemination.

At least two (2) years of experience working with social, health, or human services projects in designing and implementing real world performance measurement, including quantitative and/or qualitative approaches.

Demonstrated ability to work across diverse perspectives to present analyses, find common themes, and identify relevant and actionable findings from performance measurement and evaluation.

Strong oral and written communication skills, including making formal presentations to a range of audiences, and describing evaluation concepts to partners who have varying degrees of experience in data and evaluation.

Demonstrated ability to form and maintain meaningful relationships with internal and external collaboration partners.
-
Ability to clean, validate, and analyze data using statistical software or programming applications, such as R, Excel, SQL, Tableau, etc.

Experience with data visualization tools, such as Tableau or R.
DESIRED QUALIFICATIONS
-
Background or experience in behavioral health services, including mental health, substance use disorders, and crisis services or in developmental disabilities, early childhood, and/or youth and family services and programming.

Experience working with administrative data and querying databases, or willingness to learn, including managing and linking data from multiple internal and external sources.

Experience utilizing a Results-Based Accountability framework.

These positions have been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. The PME unit works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The onsite location is Chinook, 401 5th Ave, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individuals selected for these opportunities will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

These positions are exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
