Underground Utilities Project Manager
Position Summary
The Underground Utilities Project Manager is responsible for the planning, coordination, execution, and closeout of underground utility construction projects including water, sewer, storm drain, gas, and dry utilities. This role serves as the primary point of contact for the underground utilities scope for owners, engineers, subcontractors, and field crews, ensuring projects are delivered safely, on schedule, within budget, and to the highest standards of quality. The ideal candidate brings strong field knowledge, sharp organizational skills, and a collaborative spirit that aligns with the KLASS family culture.
Key Responsibilities
Project Planning & Scheduling
- Develop and maintain detailed project schedules; identify critical path activities and
proactively address schedule risks.
- Coordinate project startups including permits, utility locates, submittals, and pre-construction meetings.
- Manage procurement of materials, equipment, and subcontractor scopes in alignment with project timelines.
Budget & Cost Control
- Own the project budget from award through final billing, tracking costs against the estimate and identifying variances early.
- Review monthly owner pay applications; review and approve subcontractor invoices.
- Identify and process change orders promptly, ensuring all extra work is properly
documented and captured.
- Forecast project cost-to-complete and communicate financial status to ownership and senior management.
Field Coordination & Quality
- Partner with field superintendents to plan work sequences, crew requirements, and equipment needs on a daily and weekly basis.
- Conduct regular site visits to monitor progress, quality, and safety compliance.
- Review construction drawings and specifications to ensure work conforms to contract requirements.
- Coordinate with inspectors, engineers, and municipal representatives for inspections and approvals.
- Oversee trench safety, shoring requirements, and all underground utility installation practices in accordance with OSHA standards.
Safety & Compliance
- Champion a safety-first culture on all projects, reinforcing KLASS’s commitment to zero incidents.
- Ensure all work is performed in compliance with OSHA regulations, company safety policies, and project-specific safety plans.
- Participate in safety audits, incident investigations, and toolbox talks as needed.
- Verify subcontractor safety programs and insurance compliance prior to mobilization.
Qualifications
Required
- Minimum 5 years of project management experience in underground utilities, heavy civil, or site work construction.
- Demonstrated ability to manage multiple projects simultaneously ranging from $500K to $10M+.
- Strong working knowledge of water, sanitary sewer, storm drainage, and dry utility systems.
- Proficiency in project scheduling software (Primavera P6, MS Project, or equivalent) and standard office tools (Excel, Bluebeam, Procore).
- Solid understanding of contract documents, plans, specifications, and general conditions.
- Effective written and verbal communication skills; ability to engage professionally with owners, engineers, and field crews.
- Valid driver’s license with a clean driving record.
Preferred
- Hands-on field experience in underground utility installation, including pipe laying, trench work, or crew supervision; candidates who have worked their way up from the field are strongly encouraged to apply.
- Experience with public works projects, municipal contracts, and prevailing wage
requirements a plus.
- Familiarity with HDPE, ductile iron, PVC, and RCP pipe materials and installation methods.
- OSHA 30-Hour Construction certification.
- Experience in a family-owned or closely held construction company environment.
