Position Information:
This is an Open Competitive recruitment to create an eligibility list for one (1) current vacancy. Incumbents in this classification perform technical duties that require specialized subject matter expertise in principles and techniques associated with Human Resources Management, including research and analysis, job analysis and employment examination development, public administration and analysis. Incumbent is expected to work eight (8) hours a day, five (5) days a week, and twelve (12) months a year.
Duration of eligibility list:
Successful candidates will be placed on the eligibility list that will remain valid for six months from the date of approval by the Personnel Commission.
GENERAL PURPOSE
Under direction of the Director of Classified Human Resources, manages, oversees, and supervises staff assigned to the Classified Human Resources and Personnel Commission functions. With limited supervision, performs analytical and technical analytical work relating to employee recruitment, selection, classification compensation, training, rules, and enforces personnel commission rules and regulations governing employment services; answers all inquiries from District Administration in consultation with Director of Classified Human Resources; and, as assigned, performs related duties.
DISTINGUISHING CHARACTERISTICS
Incumbents in this class perform complex, technical duties that require specialized subject matter expertise in principles and techniques associated with Human Resources Management, including research and analysis, job analysis and employment examination development, public administration and analysis. Incumbents have direct technical supervisory responsibility over support staff; report to the Director of Classified Human Resources and may perform the duties of the Director in the event of the Director's absence. Incumbents in this classification act with a high level of independence and provide advice and counsel to District administrators, staff, applicants and the general public.

Assists the Director in planning, organizing, controlling, integrating and evaluating staff; assists in development, implementation, and monitoring of work plans to accomplish objectives; measures department and employee performance; monitors budget, tracks expenses, and provides details; assists in staff management including plans, evaluations, alerts, cautions, and warnings; mitigates, moderates, and recommends disciplinary action when appropriate; follows rules and contract obligations; and, supervises job analysis studies.

Supervises and evaluates staff pursuant to performance standards and professional development; monitors, coaches, instructs staff, and notes exceptional performance to Director and Personnel Commission; and, assists and recommends evaluations and disciplinary actions in accordance with policies, rules, and contract obligations.
- Follows direction and works with district administrators, directors, managers, and classified personnel to develop and retain competent personnel through the recruitment and selection process to support District objectives and to report concerns and violations regarding rules and procedures; and, composes correspondence, memoranda, and reports.

Assists Director in ensuring compliance with laws, regulations, and Merit System.
- Assists the Personnel Commission and Director with the distinction between classification, compensation, recruitment, eligibility, and selection as core commission functions as separate from District employment processing and retention in conformity with applicable laws, regulations, rules, policies, and contract obligations; presents factual and legal issues for review and scrutiny; and, ensures compliance with the Merit System.
- Assists the Director and guides the subordinate staff with use of technology to support both recruitment, applicant tracking, examination, scoring, eligibility, statistical analyses, and employment processing.

Provides information regarding rules and violations; reports, recommends and suggests modifications; assists Director to provide advice and counsel to the Personnel Commission and District administrators; and, coordinates with the District Finance and Procurement departments to process expenses, purchases, and other budget related items.

Assists in providing background information supporting action items on agendas; ensures accuracy of minutes, personnel records, and documentation; and, may certify documents.

Provides support in the absence of the Director of Classified Human Resources.

Monitors, oversees, and supervises the development and implementation of classification and compensation studies and general personnel reports related to employee processing.
Provides support to Personnel Commission and Director in providing direction and guidance throughout the District.

Provides statistical reports and coordinates with Risk Management to share information with Director regarding safety and training programs and statistics.

Responsible for the maintenance and security of employee files and personnel records.

Assists and supervises probationary status for classified employees, provides documents to District administrators, and ensures authenticity and retention of documents.

Provides support to the Director in enforcement of the Merit System; and, monitors journals and explores avenues to expand recruitment and selection and improve human resources processing.

Provides back up data and information for inclusion in the annual report from recruitment and selection and employee processing.

Reviews initial appointments, including provisional, and transfer requests; and, ensures accuracy and compliance.

Provides classification and compensation information to Director and responds to any other requests relating to bargaining unit negotiations.

Compiles and supervises transfer lists and makes recommendations.

Assists in maintaining seniority lists and ensuring accuracy; and, supervises layoff and reemployment procedures.

Participates in review of conviction records and makes recommendations based on existing law.

Assists in the notice, preparation, conduct, and deliberations related to hearings and appeals.

Assists in checking qualifications of Personnel Commission applicants and ensures process is correctly followed.

Prepare factual and legal memoranda for further action or inquiry; and, assists in investigations as required.

Cooperates with certificated personnel management team on a variety of projects, including cross-training for assigned personnel and allocation of resources to meet the District needs.
