Overview
Guideline is seeking a motivated, self-directed professional to assist with the management of community infrastructure, parks, drainage systems, landscaping, maintenance programs, and capital improvement projects.
This position combines field inspections, project oversight, contractor management, client communications, and report preparation. The successful candidate will serve as the eyes and ears of the District in the field while helping manage projects, operations, maintenance activities, and community assets.
This is a developmental position intended for individuals seeking to advance into a Project Manager role with increasing responsibility for client relationships, budgets, capital projects, and Board communications.
Essential Duties and Responsibilities
- Perform weekly routine field inspections of parks, landscaping, irrigation systems, drainage and detention facilities, trails, playgrounds, signage, fencing, and other community assets.
- Identify maintenance deficiencies, safety concerns, operational issues, and infrastructure needs and recommend corrective actions.
- Prepare inspection reports, project updates, correspondence, presentations, and Board reports.
- Communicate professionally with residents, Board members, contractors, consultants, engineers, and public officials.
- Investigate resident concerns and coordinate appropriate responses and resolutions.
- Solicit proposals and bids from contractors and vendors.
- Coordinate and oversee maintenance, repair, and improvement projects.
- Monitor contractor performance and verify work is completed in accordance with project requirements and specifications.
- Review contractor invoices and verify work completion prior to payment.
- Maintain project records, inspection documentation, photographs, and work order information.
- Participate in client meetings, project meetings, and Board meetings as assigned.
- Assist with diagnosing operational and maintenance issues and coordinate corrective actions with contractors and vendors.
- Perform light maintenance and troubleshooting activities as needed.
- Support Senior Project Managers with special projects and client initiatives.
- Perform other duties as assigned.
Qualifications
- Experience in landscaping, irrigation, parks maintenance, facilities management, construction, public works, utility operations, property management, equipment maintenance, or related fields.
- Strong mechanical aptitude and practical problem-solving abilities.
- Strong written and verbal communication skills.
- Strong organizational and time management skills.
- Ability to work independently and manage multiple assignments simultaneously.
- Proficiency with Microsoft Office applications including Word, Excel, Outlook, and PowerPoint.
- Valid Texas driver's license and reliable transportation.
- Ability to work outdoors in varying weather conditions and navigate construction and maintenance sites safely.
Preferred Qualifications
- Experience managing contractors, vendors, or maintenance operations.
- Experience working with local governments, special districts, municipal utility districts, or public agencies.
- Associate's or Bachelor's degree in a related field is beneficial but not required.

Work Schedule
This position generally follows normal business hours; however, employees may be required to attend evening Board meetings, community meetings, emergency response activities, and other after-hours events as assigned.
