The Hawaii Housing Finance and Development Corporation (HHFDC) is responsible for the financing and development of affordable housing in the State of Hawaii pursuant to Chapter 201H, Hawaii Revised Statutes. The HHFDC is administratively attached to the Department of Business, Economic Development and Tourism (DBEDT), State of Hawaii.
The Administrative Services Branch (ASB) is responsible for the administration of administrative service and includes the Housing Information Office, Information Technology Office, Contract Review Office, and the Human Resources Office, under the supervision of the Executive Assistant.
The Contract Review Office performs activities to ensure that the HHFDC administers and manages procurements in accordance with state requirements and corporate policies and directives. It reviews, monitors and investigates procurement laws, rules, regulations and activities and recommends corrective action and/or policy/procedural changes to the Executive Director.
This position is responsible for monitoring internal solicitation and contracting activities to ensure agency compliance with State procurement law.
Minimum Qualification Requirements
Knowledge: Thorough knowledge of, and experience with state procurement policies and procedures, as well as operational experience with bid solicitation, Request For Proposals (RFP), challenges, etc.
Skills/Abilities: Perform the full range of procurement administration work; analyze and develop terms and conditions for goods, services, and construction contracts.
Education: Graduation from an accredited college or university with a bachelor’s degree in business administration, Public Administration, or the equivalent of a combination of education and excess experience of the type described below.
Experience:
Specialized Experience: Two and one half (2 ½) years work experience in public procurement, ranging from pre-award solicitation development to post-award contracts and negotiations. Other combinations of education and/or experience may be allowed, subject to review and acceptance by the Executive Director.
Required Licenses, Certificates, etc.: Valid driver’s license preferred.
