Northrop Grumman is currently seeking a Manager Facilities Maintenance 2 / Buildings and Grounds Facility Manager for our Elkton, Maryland location.
The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, Palm Beach Gardens, FL and San Jose, CA.
Job Summary:
The Manager Facilities Maintenance 2 / Buildings and Grounds Facility Manager
The Facility Maintenance Manager is accountable for the day upkeep and reliability of all buildings and the surrounding grounds, ensuring a safe, functional, and well‑maintained environment for occupants and operations. This role oversees the carpentry shop, directing skilled tradespeople to perform repairs, modifications, and preventative projects, while also managing the chemical handlers and ground‑maintenance crew who are responsible for landscaping, waste handling, and site‑wide cleaning activities. The manager coordinates preventive‑maintenance programs, monitors work‑order compliance and utilizes data‑driven metrics to optimize resource allocation, budget adherence, and service‑level performance across all physical assets. By providing clear, objective‑oriented direction and fostering a culture of continuous improvement, the manager ensures that facility infrastructure remains operational, compliant with safety and environmental regulations, and supports the organization’s mission objectives
Core Responsibilities:
Preventive Maintenance, KPI Management, & Continuous‑Improvement
Utilize the CMMS work order system to plan, schedule and execute work orders, dispatch resources, record labor hours and material costs for work.
Implement Kaizen cycles: capture “Win Stories” and lessons learned from each work‑order closeout, feed them into the CMMS knowledge base, and continuously refine the PM schedule for greater efficiency and reliability.
Use data and ROI analytics to drive investment decisions and continuous improvement initiatives.

Stakeholder & Vendor Management
Negotiate contracts, enforce performance‑based service‑level agreements for janitorial, waste handling, snow removal, and site landscaping as required either locally or through JLL.
Seek appropriate national and local vendors and suppliers to develop cost effective partners for site contractor activities.
Regulatory, EHS, Security and Sustainability
Support Weapons System Sector sustainability and environmental initiatives and compliance for waste monitoring.
Ensure adherence to OSHA, NFPA 70/72/101, DoD 4145, DoD Unified Facilities Criteria, ITAR/EAR, HOPs, HAZOPs and other local regulations as required.
Required Qualifications
High school diploma or GED with a minimum of 10 years of combined experience across facilities leadership, plant operations, plant engineering, or construction with a proven track record of team leadership and management of projects from concept through closeout.
Demonstrated ability to operate autonomously with minimal direction—prioritizing work, resolving technical and operational issues, and advancing projects to meet objectives.
A self-starter mindset: anticipates needs, escalates appropriately, and drives tasks to completion while maintaining stakeholder alignment.
Effective at coordinating with operations, procurement, finance, safety, and external contractors to ensure timely, compliant project delivery.
Proficiency with MS Office Suite
Travel up to 10% as required to meet with vendors or for training needs.
Must be able to obtain a DoD Secret clearance; U.S. Citizenship is a prerequisite

Primary Level Salary Range: $115,600.00 - $173,400.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
