POSITION DESCRIPTION
TITLE: HS/EHS Supervisor
STATUS: Full time, salaried, non-exempt
DEPARTMENT: Head Start/Early Head Start
REPORTS TO: Program Manager
PRIMARY FUNCTION:
Complies with the Florida Department of Children & Families Child Care Regulations and the HSPS. Supervises employees at the Head Start/Early Head Start facility, including HS/EHS Teachers, HS/EHS Assistant Teachers, the Family Advocate assigned to the facility, Floaters, and the Custodian. Some assistance with Education/Disability Manager and Health/Safety Coordinator while they are working in the EHS facility. Ensures follow through with all child and family referrals. Additional duties include providing mandated reporter and other content area training, monitoring home visitors, provides family education, and implements policy council and parent engagement activities.
KEY ROLES (Essential Job Responsibilities):
· Oversee daily operations.
· Coordinate employee schedules, ensuring adequate coverage that prevent overtime or child/adult ratio incompliance.
· Maintain funded enrollment level in accordance with enrollment requirements.
· Provides effective leadership and oversight over Head Start/Early Head Start program operations, and inspires staff, volunteers, and community partners to collaborate in building a high-quality Head Start/Early Head Start programs for all children and families who participate.
· Ensures that operations conform to Head Start regulations, DCF licensing, and agency policies and procedures.
· Identify service gaps and/or duplication in services to facilitate a well-coordinated service delivery system; and establish and maintain a safe and healthy learning environment at all times.
· Ensure daily monitoring of Early Head Start facilities and compliance as outlined in all agency and Office of Head Start (OHS) protocols.
· Work closely with support staff to establish, review and align agency’s program goals and policies and procedures as stated by the OHS.
· Oversee the implementation of the targeted recruitment strategies that assure enrollment of children with greatest need, including children of working families eligible for child care subsidies.
· Conduct introductory and annual performance evaluations based on quantifiable and objective criteria, utilizing agency forms and checklists designed for evaluations
· Arrange and facilitate regular meetings with staff and provide for mandated trainings and updates to policies and procedures.
· Monitor the performance, attendance, and timecards of all Head Start/Early Head Start staff as well as assist the Education/Disabilities Manager in obtaining information regarding certifications and other required documents for staffs’ Individualized Professional Development Plans.
· Document and administer both positive and negative feedback and utilize Performance Improvement Plans when warranted. Ensure documentation is forwarded to Program Manager.
· Assist the interview panel in the hiring process for staff.
· Assists with planning, coordinating, implementing and evaluating health, safety and nutrition service plans, systems, and procedures.
· Assists in the development of written health, environmental safety, sanitation, food service and emergency policies and procedures ensuring compliance with local and state regulations, along with the appropriate director, consultants, staff, Policy Council, and Board of Directors.
· Ensures compliance with Head Start performance standards as well as other local, state and federal regulations, to ensure health, safety, and nutrition standards are met.
· Provide Nutrition Services in accordance with Head Start Program Performance Standards.
· Assists the Health/Safety Coordinator with devising and coordinating nutrition plans as part of program planning with management team.
· Respect the diverse values and cultures of the families served.
· Establish professional roles and boundaries in working with families.
· Facilitate the delivery of services to children and families through collaboration with community partners with the assistance of the Family Advocate.
· Actively participate in community resource planning and related work to establish and foster strong partnerships with the assistance of the Family Advocate.
· Documentation and recordkeeping are completed timely and accurately and maintained as required by all applicable regulations.
· Exhibit flexibility in day-to-day operations and in providing needed services to families.
· Actively participate in two-way communication among co-workers to ensure all staff is informed of pertinent information as it pertains to the center and classroom activities.
· Participates in activities designed to ensure program quality.

· Demonstrate effective and respectful oral and written communication skills with staff, parents, children, and the community.
· Ensure parents are involved in the development of the program services for children.
· Coordinates with center staff to integrate family partnership goals with classroom efforts and family services for implementation of the program’s school readiness plan.
· Assist with the collection and accurate documentation of non-federal MATCH in-kind.
· Recruits parents and other community volunteers to be involved in the Head Start program.
· Participates in community groups which will be supportive of program goals and objectives.
· Perform the functions of this position with a strong understanding of the Head Start Performance Standards and the component plans; and thorough knowledge and application of Developmentally Appropriate Practices
· Maintain and uphold confidentiality of children, parents and staff
· Identifies and reports any suspected child abuse/neglect cases, notifying the Program Manager and who then notifies the Executive Director
· Must keep the Director and Program Manager informed concerning staff members, children, and parental issues
· Maintain the Club’s policies and procedures
· Attend in-services training and participate in professional development as necessary
· Perform duties assigned by supervisor for the smooth operation of the center
· Maintain a positive relationship with other staff, children, volunteers, and parents.
· Follow the Standards of Conduct
· Acquire and maintain up-to-date training/certification in CPR and First Aid.
· Show competency, good judgment, and self-control in working with children, families, other staff and supervisors.
· Reliably and skillfully use electronic devices, including but not limited to desktop computers, laptop computers, and tablet devices.
· Dress in clothing which is appropriate for outdoor activity and all-weather conditions and be prepared to go outdoors daily.
· May be required to drive a club van.
· Supports the work of the classroom staff and managers, specialists and/or mental health consultant in carrying out individual plans for children with special needs.
RELATIONSHIPS:
Internal: Maintains close, daily contact with other staff, club members, and volunteers.
External: Maintains contact with members' parents and others to assist in resolving problems.
SKILLS/KNOWLEDGE/QUALIFICATIONS REQUIRED:
- Bachelor degree or an AA Degree with at least 12 units in child development or human services, or a Family Services Credential, is required
- Ability to motivate youth and manage behavior problems.
- Ability to organize and supervise members in a safe environment.
- Valid State Driver’s License
- Interpersonal skills
- Ability to accept responsibility for assigned duties, ability to understand verbal/written instructions/reports
- Good attendance history in previous position
- DCF Level II Background Screening must be performed and eligible results received before employment begins. Must be rescreened at least once every five years and remain eligible to continue employment.
- Physical examination and TB test are required as condition of initial employment and continued employment.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
· Physically able to perform duties which may include, but not be limited to lifting (min. of 50#), bending, moving, etc.
· Maintain mental and physical alertness and an appropriate level of energy to perform essential job requirements.
· Duties to be performed indoors and outdoors with and around young children.
· Travel by car, bus, airplane or train may also be required associated with attendance at conferences, meetings and other duties carried out at distant locations in and out of state and in some cases where some overnight travel may be required.
· Noise level in work environment may be moderate to loud.
· Work is typically performed in and office setting, but some classroom or home settings may be required.
· Some evenings and weekend work may occasionally be required for events such as home visits, parent-teacher conferences, Parent Committee meetings, community and social events.
· Vision sufficiently correctable to permit full performance of all job duties.
· Ability to drive or provide transportation for required travel in specified county, counties, or service area.
· Wide range of mobility, including walking, running, climbing (step stool), sitting, stooping, bending, and carrying, necessary to perform job related activities, and possible evacuation in emergencies.
· Physically able to perform with degree of dexterity such clerical functions as filing, labeling, stamping, stapling, typing, and writing.
