Under the supervision of the President, the Director of Human Resources & Organizational Development leads all Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a world-class workforce.
EXAMPLE OF DUTIES
Essential Duties

Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, and retention.

Plans, leads, develops, coordinates, and implements policies, processes, training, and initiatives to support the organization's human resource compliance and strategy needs.

Leads the administration of all human resource programs, including, but not limited to, compensation, payroll, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and employee training and development.

Serve as HR representative for Town Halls

Coordinates the planning and implementation of the Institute for Leadership.

Coordinates the planning and implementation of Supervisor Training.

Leads communication between HR and other departments within the college.

Identifies staffing and recruiting needs in collaboration with institutional leaders; develops and executes best practices for hiring and talent management, including planning and implementation of candidate interviews, onboarding processes, and new employee orientation.

Conducts research and analysis of organizational trends, including review of reports and metrics from the organization’s human resource information system (HRIS) or talent management system.

Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews and modifies policies and practices to maintain compliance.

Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.

Creating efficient and consistent processes within the HR Department and providing training for these processes.

Lead the facilitation of professional development, training, and certification activities for HR staff.

Conduct training for all employees on topics as requested or required.
Additional Duties

Serve on institutional standing committees for the college, including but not limited to: Professional Development Committee (co-chair), and the Employee Resources Committee.

Conduct institutional policy reviews as needed to comply with regulations.

Provide training to supervisors for proper use of performance evaluation tools and supervisory regulations and procedures.

Other duties as assigned.
Supervisory Responsibilities
This position oversees all positions within Human Resources, such as: Human Resources Business Partner, Payroll, and Human Resource Generalist.
SUPPLEMENTAL INFORMATION
Minimum Qualifications
Education and Experience: Bachelor’s degree in human resources or related field, or equivalent experience required. A master’s degree in human resources, or a related field preferred.
A minimum of 3-5 years of experience within Human Resources at a North Carolina Community College System institution required. 5-7 years of North Carolina Community College experience preferred.
Licenses and Certificates: SHRM or other HR-related certifications preferred.
Specialized Training: FMLA, Title IX, FLSA, and Payroll preferred.

Physical Demands
This job requires continuous talking or hearing; frequent sitting, standing, walking, reaching with hands and arms, gripping or feeling with hands, typing/repetitive movement, and stooping, kneeling, crouching, or crawling; occasional climbing or balancing. Occasionally required to lift up to 25 pounds.
Working Conditions
While performing the duties of this job, the employee may be exposed to an indoor environment and a classroom setting.
