The City of Tempe Housing Services Division seeks an experienced accounting professional to lead the financial management of one of Arizona’s most diverse affordable housing portfolios. This position serves as the Division’s primary finance and grants professional, overseeing multimillion dollar federal, state, and local funding sources that support affordable housing, homelessness response, neighborhood revitalization, and community development initiatives.
The successful candidate will perform the financial administration, reporting, compliance, budgeting, and audit coordination for programs largely funded through the US Department of Housing & Urban Development including the Housing Choice Voucher program, Community Development Block Grant, HOME Investment Partnerships, and other federal and state grant programs as well as Congressionally Directed Spending (EDI) projects and local housing initiatives.
The Housing Services Division manages a diverse portfolio of affordable housing, rental assistance, community development, and federally funded initiatives that directly improve the quality of life for Tempe residents. Pay Grade: 114
Annual Salary Range: $76,800 - $113,200
The successful candidate’s placement in the salary range will depend upon previous experience in a similar role.

DESCRIPTION / ESSENTIAL FUNCTIONS
The primary purpose of this classification is to serve as the Housing Division’s lead financial professional responsible for accounting, financial reporting, budgeting, compliance, and audit coordination.
Duties include, but are not limited to the following
- Administer and monitor multiple federal, state, and local funding sources including Housing Choice Voucher, Community Development Block Grant, HOME Investment Partnerships Program, Congressional Directed Spending, and other housing and community development grants. Ensure compliance with HUD regulations, Uniform Guidance (2 CFR Part 200), federal grant requirements, state regulations, and City financial policies and procedures.
- Prepare and review financial reports, grant draw requests, reimbursement requests, budget amendments, cost allocations, and year-end financial schedules.
- Coordinate annual audits, Single Audit activities, monitoring reviews, and financial compliance assessments.
- Analyze financial performance, funding utilization, program expenditures, and budget trends; provide recommendations to executive leadership regarding fiscal strategy and risk management.
- Develop, implement, and improve accounting procedures, internal controls, and financial reporting systems that support operational efficiency and regulatory compliance.
- Partner with program managers, external auditors, HUD representatives, consultants, subrecipients, and City Finance staff to ensure effective stewardship of public funds. Provide technical guidance and financial expertise related to grant administration, capital projects, and federal compliance requirements.
- May perform responsibilities of a similar nature and level as assigned.
REQUIREMENTS
Experience: Two (2) years of experience in accounting or related experience.
Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.
Education: Bachelor's degree in Accounting, Business Administration, Finance or related field.
