The City of Bellevue is working on a long-term city-wide program to implement modern, user-friendly enterprise technologies that will improve user experience, make work more efficient and provide better data insights. This program called Business Transformation, will ensure Bellevue’s business systems, processes, employees, and technology meet the needs of the community and workforce, both now and in the future.
Job Summary
We are seeking an enthusiastic and experienced Senior Technology Business Analyst to join our Business Transformation Program within the Information Technology Department. This role is going to build cross department relationships and develop a deep understanding of current and ideal state business processes, capabilities and requirements. In this role, you will play a pivotal part in shaping how the city delivers services to both internal teams and the public. As a core member of the program team for this highly complex, multi-year effort, you will lead requirements gathering, and support implementation and the adoption of multiple mission-critical enterprise systems.
Your first major project will be the implementation of a citywide Customer Relationship Management (CRM) system—an effort that will span all City departments. This system will fundamentally enhance how the city interacts with the community, improving service delivery, transparency, and responsiveness. Your work will directly influence how residents request services, receive support, and engage with City operations.
Success in this role will require navigating and balancing competing priorities across departments, ensuring alignment, and driving collaboration in a highly visible setting. Beyond CRM implementation, the City is also embarking on significant modernization efforts, including a full revamp of our procurement services as well as future replacements of our financial, human resources and asset management systems. Your contributions will shape systems and processes that impact nearly every City employee and every member of the public who relies on City services.
This role is a limited term with an expected duration of up to five (5) years.

Flexible/Hybrid Working:
The City is implementing a flexible/hybrid work policy that will allow staff to work remotely. Full-time remote work is not an option. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Once hired, employees must reside in the State of Washington.
Limited Term Employee (LTE): A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than five (5) consecutive years (60 months).
