The Public Works Maintenance Superintendent is a working department head responsible for planning, directing, coordinating, and supervising the day-to-day operations of the City's Maintenance Department. The Public Works Maintenance Superintendent provides leadership and oversight for maintenance personnel while participating in field operations as necessary. This position is responsible for the maintenance, repair, and operation of the City's streets, utilities, parks, stormwater infrastructure, public buildings, equipment, and other assigned facilities.
The Public Works Maintenance Superintendent is responsible for departmental planning, budgeting, personnel management, inventory control, equipment replacement planning, capital improvement coordination with the City Administrator, regulatory compliance, and ensuring that all maintenance activities are completed in a safe, efficient, and cost-effective manner. This position reports to the City Administrator and works collaboratively with city departments, elected officials, contractors, and the public.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

SUPERVISORY FUNCTIONS OF THE POSITION:
Ø Direct, supervise, schedule, and evaluate Maintenance Department personnel.
Ø Prepare, administer, and monitor the annual Maintenance Department budget.
Ø Develop departmental goals, objectives, policies, and work plans.
Ø Prepare specifications, obtain quotes, and administer contracts for maintenance projects, equipment purchases, street improvements, seal coating, asphalt, salt procurement, parks maintenance, and other public works projects.
Ø Plan and oversee inspection, maintenance, and repair programs for streets, stormwater infrastructure, parks, utilities, buildings, and city-owned facilities.
Ø Develop and manage preventative maintenance schedules for vehicles, equipment, and public infrastructure.
Ø Manage department inventory, materials, equipment, and supplies.
Ø Assist with the department’s Capital Improvement Program, including long-range equipment replacement planning and identification of funding opportunities.
Ø Conduct employee performance evaluations, establish performance expectations, and recommend personnel actions.
Ø Recruit, train, mentor, and develop department employees.
Ø Ensure employee safety by administering safety programs, conducting training, and ensuring required certifications and licenses are maintained.
Ø Respond to emergencies and coordinate after-hours operations as required.
Ø Represent the City when working with contractors, consultants, engineers, regulatory agencies, utility providers, and community organizations.
Ø Prepare reports, recommendations, and presentations for the City Administrator and City Council.
Ø Perform other duties as assigned by the City Administrator.
ESSENTIAL FUNCTIONS OF THE POSITION
Ø Direct and participate in the maintenance and repair of City streets, right-of-way, stormwater systems, sanitary sewer systems, water distribution systems, parks, buildings, grounds, and other public facilities.
Ø Provide leadership during emergency operations, including snow removal, flooding, utility failures, and severe weather events.
Ø Periodically perform heavy manual labor under adverse weather, hazardous, and unsanitary conditions.
Ø Attend all regular monthly City Council meetings and special City Council meetings, providing reports, updates, and recommendations related to Maintenance Department operations and projects.
Ø Mandatory rotating on-call duties
ESSENTIAL JOB DUTIES: (DUTIES INCLUDE, BUT ARE NOT LIMITED TO)
Ø Street Maintenance: Supervise and participate in pothole patching, crack sealing, seal coating, street sweeping, traffic control, pavement maintenance, and right-of-way improvements.
Ø Right-of-Way and Sidewalks: Oversee landscaping, sod replacement, tree maintenance, sidewalk repair, and public right-of-way maintenance.
Ø Stormwater Systems: Direct inspection, maintenance, and repair of retention ponds, catch basins, culverts, manholes, storm sewers, and related infrastructure.
Ø Snow & Ice Control: Manage winter maintenance operations, including equipment readiness, route assignments, material application, snow removal and emergency response.
Ø Sanitary Sewer Systems: Oversee routine and emergency maintenance of the sewer collection system, including jetting, televising, lift stations, laboratory testing, and emergency repairs.
Ø Water Distribution Systems: Direct maintenance and repair of water mains, hydrants, valves, curb stops, meters, radios, and related infrastructure.
Ø Equipment & Fleet: Oversee preventive maintenance, repair, replacement planning, and lifecycle management of vehicles, heavy equipment, tools, and machinery.
Ø Administration: Maintain records, budgets, inventory, purchasing, regulatory reports, and maintenance documentation while ensuring compliance with safety standards and approved budgets.
Ø Operations: Operate and supervise the use of heavy equipment, vehicles, hand and power tools, and specialized maintenance equipment.
Ø Leadership & Compliance: Foster a respectful and inclusive workplace, maintain effective working relationships, ensure compliance with applicable federal, state, and local regulations, respond to after-hours emergencies, and perform other related duties as assigned.

DEPARTMENT OPERATIONS:
Ø Maintain accurate maintenance records, inspection reports, work orders, inventory records, and other required documentation.
Ø Assist with inventory control and the maintenance of departmental equipment and supplies.
Ø Assist with coordinating daily maintenance activities and provide guidance to maintenance personnel and seasonal employees as assigned.
Ø Work cooperatively with supervisors to prioritize work assignments and improve operational efficiency.
Ø Attend Council meetings, training sessions, and required certification courses.
Ø Performed other related duties as assigned in support of the Public Works Department.
KNOWLEDGE SKILLS AND ABILITIES:
Ø Knowledge of municipal public works operations, infrastructure maintenance, and regulatory compliance.
Ø Ability to plan, direct, and supervise maintenance operations, projects, budgets, and capital improvements.
Ø Strong leadership, employee development, project management, and contract administration skills.
Ø Proficiency in fleet and asset management, preventive maintenance planning, and troubleshooting infrastructure systems.
Ø Ability to read and interpret plans, specifications, engineering drawings, and technical manuals.

EDUCATION AND EXPERIENCE:
Ø High School diploma or equivalent.
Ø Class D water license and Class SD wastewater license.
Ø Must possess a CDL License
Ø Must have at least six years of public works maintenance experience and at least three years of supervisory position experience.
Ø A bachelor's degree in engineering or related field may be substituted for up to three years required public work experience.
PHYSICAL REQUIREMENTS:
This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, shoveling, raking, lifting, and grasping; good communication; visual acuity is required for depth perception, peripheral vision, visual inspection involving small parts, use of measuring devices, assembly or fabrication of parts, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils. Requires performing physically demanding work, working outdoors in all weather conditions, responding to emergencies, and following safety standards.

This position reports to the City Administrator and City Council.
WAGE:
Starting at $43.98-$48.55 depending on qualifications.
Pay: $43.98 - $48.55 per hour
