Position Summary
The Vice President of Programs and Mission Services is a strategic executive who leads the design, delivery, evaluation, and continuous improvement of programs that advance the organization’s mission. Reporting to the President & CEO and serving as a member of the executive leadership team, this role translates mission and strategy into measurable outcomes for individuals, families, employers, funders, and communities.
The Vice President provides enterprise-level leadership across Adult Day Services, Home Personal Care, Workforce Development, and Childcare. The role ensures that each service line is person- and family-centered, safe, financially sustainable, compliant, data-informed, and responsive to community needs. The Vice President also develops strong public, philanthropic, employer, education, healthcare, and community partnerships that expand access and impact.
Essential Duties and ResponsibilitiesStrategy, Mission Impact, and Growth
· Partner with the President & CEO, board, and executive leadership team to establish program strategy, priorities, performance targets, and investment decisions aligned with the organization’s mission and strategic plan.
· Maintain a current portfolio strategy by assessing community needs, participant outcomes, market conditions, referral patterns, funding opportunities, and the performance of existing programs.
· Lead the development, pilot, scaling, redesign, and responsible sunset of programs based on evidence, mission alignment, financial viability, and demonstrated community value.
· Establish an outcomes framework and executive dashboard that measures reach, access, quality, participant progress, employment and retention outcomes, stakeholder experience, equity, and long-term impact.
· Champion innovation and evidence-informed practices while ensuring that service design reflects the voice, dignity, strengths, and goals of the people served.
Program Operations and Service Quality
· Provide executive oversight for Adult Day Services, Home Personal Care, Workforce Development, and Childcare, ensuring clear operating models, qualified staffing, consistent standards, and reliable service delivery across locations and funding streams.
· Set expectations for person- and family-centered service, care and case coordination, documentation, eligibility, referral management, individualized planning, health and safety, accessibility, and timely resolution of service concerns.
· Ensure that Adult Day Services and Home Personal Care deliver dependable, respectful support that promotes individual choice, independence, community participation, continuity of care, and caregiver confidence.
· Ensure that Childcare programs provide safe, nurturing, developmentally appropriate learning environments and maintain strong family engagement, enrollment, attendance, curriculum, and quality practices.
· Ensure that Workforce Development programs connect participants to assessment, training, credentials, supportive services, career pathways, employment, and retention outcomes aligned with employer and labor-market needs.
· Use performance data, program reviews, participant feedback, and quality-improvement methods to identify trends, remove barriers, and strengthen outcomes.
· Ensure appropriate policies, procedures, internal controls, recordkeeping, and business-continuity plans are established, implemented, and periodically tested.
· Collaborate across departments—including Finance, People Operations, Development, Marketing, Information Technology, Retail/Operations, and Risk—to align systems and resources with program needs.
Financial Stewardship, Funding, and Compliance
· Develop and manage annual operating and capital budgets for Programs and Mission Services; monitor revenue, expenses, productivity, utilization, and cost per outcome, and take timely corrective action.
· Partner with Finance and Development to build sustainable funding models and pursue government contracts, grants, fee-for-service opportunities, philanthropy, and strategic partnerships.
· Serve as executive sponsor for major proposals, contract negotiations, renewals, monitoring visits, corrective-action plans, and funder reporting.
· Ensure compliance with applicable laws, regulations, licensing and certification standards, payer and contract requirements, grant terms, privacy obligations, staff qualification rules, mandated-reporting duties, health and safety requirements, and organizational policies; promptly escalate material risk.
· Maintain strong relationships with funders and oversight bodies through accurate reporting, transparent communication, and consistent delivery on commitments.
People Leadership and Organizational Culture
· Build, lead, coach, and retain a high-performing, mission-centered leadership team with clear goals, decision rights, accountability, and succession plans.
· Create a culture of trust, inclusion, learning, collaboration, ethical conduct, and continuous improvement across program teams.
· Partner with People Operations to align organizational structure, workforce planning, compensation, onboarding, training, performance management, and leadership development with service-delivery needs.
· Model sound judgment, respectful communication, and visible commitment to the organization’s values, including when navigating complex participant, employee, or community issues.
Community, Employer, and Public Partnerships
· Represent the organization with individuals and families, employers, workforce and economic-development partners, educational institutions, childcare and early-learning partners, healthcare and aging/disability networks, public agencies, community organizations, advocacy groups, funders, and other stakeholders.
· Develop partnerships that increase referrals, remove barriers to participation, strengthen career pathways, improve job placement and retention, and expand community impact.
· Serve as a credible spokesperson for mission services and communicate program strategy, outcomes, needs, and success stories to internal and external audiences.
· Monitor policy, demographic, labor-market, and funding developments that may affect participants or programs and recommend an appropriate organizational response.
Executive and Governance Responsibilities
· Contribute to enterprise strategy, annual planning, risk management, change leadership, crisis response, and major cross-functional initiatives as a member of the executive leadership team.
· Provide concise, accurate, and decision-ready reports to the President & CEO and board committees; clearly communicate performance, risks, opportunities, and resource needs.
· Support board engagement in mission impact through program education, site visits, outcome reporting, and strategic discussion.
· Perform other duties and lead special initiatives as assigned by the President & CEO.
QualificationsEducation and Experience
· Bachelor’s degree in human services, social work, public administration, business, nonprofit management, education, workforce development, or a related field preferred; an equivalent combination of relevant education and executive-level experience will be considered.
· Ten or more years of progressively responsible leadership experience in human services, adult day or home- and community-based services, workforce development, childcare/early learning, education, community programs, or a related field, including significant leadership of managers and multi-site or multi-program operations.
· Demonstrated success developing strategy, improving measurable outcomes, managing complex budgets, and leading organizational change.
· Experience with government contracts, grants, public or third-party reimbursement, regulatory and licensing compliance, audits or monitoring, and diversified program funding strongly preferred.
· Experience presenting to boards, funders, public officials, community leaders, and other executive audiences.

Working Conditions and Physical Requirements
This position operates in professional office, program, and community settings and may support a hybrid work arrangement based on organizational needs. Regular travel among program locations and partner sites is expected, with occasional evening or weekend responsibilities. The role routinely uses standard office technology and requires the ability to communicate effectively in person and through virtual platforms.
