This position is in the Vehicles Services/Titles & Registration Research Unit, at SCDMV Headquarters in Blythewood, SC.
Responsibilities of the Office Manager III

Supervises all aspects of the Research and Mail unit and processes transactions as necessary.

Serves as liaison between all Vehicle Services departments for all mail/correspondence that comes in.

Ensures work is completely in accordance to establish standards and quality.

Effective planning, issuing tracking, and monitoring the workflow assigned to employees.

Interprets DMV laws and procedures for employees. Answers technical and complex questions for DMV personnel. Solicits employee suggestions for continuous improvement. Addresses employee concerns.

Knowledgeable of all processes within the department and ensures that work in processed first in first out order while keeping backlog under 5 business days.

Report, monitor and delegate work to employees while maintaining a tracking log of all mail that’s received. Ensuring weekly reports are completed on time and completed accurately.

Seeks improvements to existing service delivery through communication and idea generation.

Supervises the screening, interviews, selection, and training of new employees. Plan and coordinate training and changes within the department.

Proactively communicates notable improvement, issues and problems to the AOS and management team. Communicate with internal and external customers and handles escalated complaints and/or issues.

Completes Employee Performance Management System (EPMS) review for employees within assigned work unit by scheduled due date. Evaluates the work of personnel, recommends promotions, disciplinary actions, reviews, approves or disapproves employee leave request and ensures adequate coverage for the work unit along with mentoring, coaching of all employees within Research and the Mail Unit.

Represents the DMV in court to present and certify files and records and performs other related duties as required.

Minimum Requirements

A bachelor's degree and relevant program experience. An equivalent combination of education and relevant experience may be accepted with prior approval.
Agency Requirements

Must complete a nationwide criminal background check to include finger printing.
Additional Requirements

Knowledge of management principles, including managing personnel and processes.

Ability to plan, organize, direct the Research and Mail sections.

Ability to interpret, analyze, and coordinate recommendations concerning policies, procedures, and statues.

Effectively communicate complex policies and procedures to customers, stakeholders, supervisors, and employees.

Ability to make presentations and compile information for reports.

Participate and attend agency planning meetings and make recommendations as well as providing feedback to employees and the agency heads, while promoting employee growth and development.
- Works under general guidance with limited supervision by the Program Manager, Deputy Director, and Director of Vehicle Services.

Responsible for managing multiple work units while developing and improving the Research and Mail section's procedures for multiple work units.

May be required to work extended hours outside of the normal work week.

Must have the ability to lift 10-15 pounds.

May require travel which may include making court appearances to represent the agency.
