Subject Matter Expert IV — NPS Commercial Services Asset Management

We are seeking a Subject Matter Expert IV for a federal task order supporting the National Park Service (NPS) Commercial Services Asset Management (CSAM) Program. This is a remote, full-time position on a long-term IDIQ contract under the PMIECS vehicle through the Bureau of Indian Affairs.
The CSAM program manages concession-occupied assets across the national park system — covering condition assessments, leasehold surrender interest and possessory interest evaluations, concessioner facility improvement program reviews, fixture replacement report reviews, and insurance and depreciation replacement value determinations. The SME IV is the technical anchor of the contract, conducting and validating this full range of reviews and confirming that modernized workflows and tools are accurate and defensible before they go live.
The work spans five distinct review types, and the right candidate can speak to the technical logic behind each one — not just the one or two they know best.
What you'll do
● Review Condition Assessment (CA) deliverables submitted by concessioners and confirm they align with NPS lifecycle and structural standards
● Support the Leasehold Surrender Interest/Possessory Interest (LSI/PI) process, including CPI-U adjustments, depreciation schedules, and eligibility determinations
● Conduct scope and cost reviews for Concessioner Facility Improvement Program (CFIP) submissions
● Develop and validate Insurance Replacement Values (IRVs) using Marshall & Swift (M&S) cost data; support related Exhibit D updates
● Review annual Fixture Replacement Reports (FRR) for accuracy and completeness
● Staff the CSAM Help Desk — answer concessioner and park questions, and escalate issues to the right person when needed
● Test and sign off on modernized workflows and tools before they're rolled out, checking that they hold up technically and can be defended if questioned
Required qualifications
● Direct, hands-on experience with at least three of the five CSAM review types: Condition Assessments, LSI/PI, CFIP, IRV/DRV, or FRR
● Familiarity with Marshall & Swift (M&S) cost data and replacement cost valuation methodology
● A track record of producing technical findings and defending them to federal clients or other outside stakeholders
● U.S. citizenship required
Strongly preferred
● Prior experience with NPS, DOI, or another federal concession/leasehold program
● Direct experience with CPI-U adjustment methodology and depreciation analysis for LSI/PI work
● Background in federal-level facility condition assessment methodology
● Experience supporting or validating asset valuation tools and automated review systems
● Must be able to pass federal contractor background screening
Pay: From $100,000.00 per year
