Essential Duties, Responsibilities, and Requirements:
Senior (Knowledge Management (KM) Strategist): The Contractor shall provide a Knowledge Management Strategist who shall be responsible for developing and implementing an overarching KM strategy for MEDCOM. The KM Strategist must possess a bachelor’s degree and the following qualifications:
- 5+ years developing and implementing KM strategy to include leading large scale, transformative KM Army projects.
- Experience sharing KM best practices across command.
- Experience reshaping program content, workflows, and training to support enterprise and directorate level strategic planning efforts.
- Experience in Business Process Redesign/Re engineering
- Experience with using Microsoft SharePoint portal sites or similar platforms and providing document management support.
- Certified Knowledge Manager or equivalent certification.
Roles and Responsibilities:
- Develop and Implement KM Strategy: Create a comprehensive Knowledge Management (KM) strategy tailored to the needs of the U.S. Army Medical Command (MEDCOM). This includes defining objectives, key performance indicators, and a roadmap for successful implementation.
- Lead Large-Scale KM Projects: Take charge of overseeing and leading large-scale, transformative KM projects within MEDCOM. Ensure these projects align with the overall KM strategy and contribute to organizational goals.
- Share KM Best Practices: Facilitate the sharing of best practices in Knowledge Management across MEDCOM. Collaborate with different units and commands to disseminate successful KM approaches and lessons learned.
- Strategic Planning Support: Work closely with enterprise and directorate-level teams to reshape program content, workflows, and training in alignment with strategic planning efforts. Ensure that KM initiatives support and enhance these strategic objectives.
- Business Process Redesign: Apply expertise in Business Process Redesign/Reengineering methodologies to optimize knowledge-related processes within MEDCOM. Streamline workflows and improve efficiency through innovative KM practices.
- Document Management: Utilize Microsoft SharePoint portal sites or similar platforms to establish effective document management systems. Ensure proper organization, version control, and accessibility of critical documents and knowledge assets.
- Certified Knowledge Management: Maintain and leverage Certified Knowledge Manager or equivalent certification to guide KM practices in compliance with industry standards and best practices.
- Stakeholder Collaboration: Collaborate with cross-functional teams, departments, and external partners to foster a culture of knowledge sharing and collaboration. Engage with stakeholders to gather requirements and align KM initiatives with their needs.
- Metrics and Evaluation: Establish metrics and evaluation mechanisms to measure the effectiveness of KM initiatives. Continuously assess and improve KM strategies based on data-driven insights.
- Training and Awareness: Develop and deliver training programs to enhance KM capabilities across MEDCOM. Raise awareness about the value of KM and encourage active participation.
- Knowledge Transfer: Facilitate knowledge transfer processes, ensuring that critical institutional knowledge is captured, documented, and made accessible to relevant personnel.
- Stay Current: Stay up to date with emerging trends and technologies in KM. Integrate innovative solutions where applicable to enhance knowledge management within MEDCOM.
- Reporting and Communication: Provide regular reports and updates on KM progress and initiatives to senior leadership and relevant stakeholders. Communicate the impact of KM on organizational goals.
- Change Management: Assist in change management efforts related to KM implementation. Address challenges and resistance to change by demonstrating the benefits of effective KM.
- Compliance and Governance: Ensure that KM practices and systems comply with regulatory requirements and internal governance standards. Implement security measures to protect sensitive knowledge assets
