Position Title: Township Administrator
Department: Office of the Township Supervisor
Reports To: Township Supervisor and Board of Trustees
Location: Lockport Township Government | 1463 S. Farrell Rd., Lockport, IL 60441
Employment Status: Full-Time / Exempt (Salaried)
POSITION SUMMARY
Under the direction of the Township Supervisor and Board of Trustees, the Township Administrator oversees day-to-day operations, personnel, and policy compliance. The Administrator acts as a primary liaison between elected officials, staff, community partners, and residents to ensure efficient, transparent public service.
KEY RESPONSIBILITIES & ESSENTIAL DUTIES
General Administration & Governance Support
- Board Support: Execute board policies; attend board meetings, prepare reports, manage virtual meeting setups (e.g., Zoom), and recommend policy measures.
- Intergovernmental & Public Relations: Act as the primary administrative contact for government agencies, vendors, and community members.
- Strategic Planning: Support the Supervisor with capital projects, policy updates, and strategic planning.
Human Resources & Office Operations
- Personnel Management: Direct, supervise, and delegate tasks to administrative staff; oversee hiring, onboarding, and personnel files.
· Operations & Vendors: Maintain employee handbooks and workflows; manage vendors (IT, security, facility); provide office support during peak periods.
Senior Services & Community Programs
· Event & Fleet Management: Lead execution of major township events (Senior Breakfast, Veteran’s Dinner etc.); oversee senior transportation logistics, vehicle rentals, bus procurement, and maintenance with the Senior Bus Dispatcher.
Financial Management, Payroll & Taxation
· Payroll & Tax Administration: Process payroll; handle state/federal tax filings (Forms 941, 501, IDES), W-2s, and benefit disbursements (Pepsco, NCPERS, Aflac, BC/BS, HCS).
· Financial Reporting: Assist the Supervisor in drafting annual preliminary budgets and property tax levies for board review.
QUALIFICATIONS & SKILLS
Education & Experience
- Education: Bachelor’s degree required (Public Administration, Business Administration, Political Science, or related field preferred).
- Experience: 2+ years of responsible administrative, managerial, or government experience.
- License: Valid Illinois Driver’s License required.
Core Skills
· Technical: Proficiency in Microsoft Office Suite, Google Workspace, and Zoom.
· Leadership & Communication: Strong written & verbal communication, delegation, diplomacy, problem-solving, and conflict-resolution skills.
WORKING CONDITIONS & PHYSICAL DEMANDS
Environment: Standard office setting with occasional evening meetings or weekend community events.
Physical: Desk work with occasional standing, walking, and lifting up to 30 lbs.
COMPENSATION, BENEFITS & HOURS
Salary: $60,000 – $80,000 annually (Commensurate with experience)
Hours: Full-Time, Exempt
· Standard Hours: Monday – Friday, 7:00 AM – 4:00 PM (flexible/subject to operational needs)
· Regular Meetings: Mandatory evening board meetings (typically the third Tuesday of every month from 6:00 PM – 8:00 PM)
· Occasional community events or conferences outside standard business hours
