The State Highway Administration's (SHA) Office of Finance (OOF) is recruiting for an Assistant Division Chief (Fiscal Services Administrator IV) in Baltimore City. This position is open to anyone who meets the preferred qualifications listed below.
Job Duties: This position serves as an Assistant Division Chief (ADC) in the Capital Accounting Division (CAD) within SHA's Office of Finance (OOF). This position manages the personnel and business activities of OOF's Program Coordination Section (PCS) and Federal Aid Billing (FAB). The ADC serves as one of several points of contact between the Federal Highway Administration (FHWA) and the state of Maryland. This position is responsible for overseeing the accounting and reporting of over $800 billion in FHWA funds allocated to Maryland annually. These funds are for use by the State Highway Administration (SHA), Baltimore City, and the twenty-three counties and municipalities throughout Maryland. The ADC also oversees $5 million in State-Aid funds to ensure all funds are obligated, accounted for, and expended in accordance with Generally Accepted Accounting Principles (GAAP) and federal laws and regulations.
The ADC, in conjunction with the PCS, is primarily responsible for the fiscal oversight of SHA’s Capital Construction Program. This position’s responsibilities include the management of all Maryland Department of Transportation (MDOT) Financial Management Information System (FMIS) Project Numbers and related data elements, and the management of the SHA Capital Forecast System (CFS), management of the Electronic Form 42 Form 30 System eF42F30), review and publication of SHA’s Monthly Financial Advertisement Schedule, and the management of CAD’s interaction with the Districts, Design Teams, and other internal partners. The PCS oversees the administration of over 4000 F4230 forms annually and 7,000+ active projects daily.
This position partners with Federal Aid Programming to ensure federal funds are programmed, allocated, and obligated in line with various federal grant requirements. The ADC ensures that agreements between SHA, Baltimore City, and counties and municipalities are comprehensive enough to meet federal requirements. Additional responsibilities include reviewing and approving invoices from the locals, billing or drawing down all federal funds, and closing projects in a timely manner to ensure projects and grants adhere to their agreement. This position also processes bond payments and prepares various standard and ad-hoc financial reports for the executive team at SHA/TSO, the State Comptroller, and the Federal Highway Administration.

Education: Possession of a bachelor’s degree in business administration, accounting, finance, or economics from an accredited college or university
Experience: Five (5) years of experience in accounting, construction, federal grants billing, or other professional work. One (1) year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. One (1) year of experience with capital forecasting and cash flow analysis of construction or large capital projects.
