Background
Community Benefit refers to initiatives, activities and investments undertaken by tax-exempt hospitals to improve the health of the communities they serve. These initiatives seek to achieve one or more of the following objectives:
- Improve access to services
- Enhance the health of the community
- Advance medical knowledge
- Reduce government burden to improve health
Maryland law defines Community Benefit as a planned, organized and measured activity that is intended to meet identified community health needs within a service area. The programs and/or activities planned for Community Benefit promote health and healing in response to the community's needs. These needs are defined by the Community Health Needs Assessment (CHNA)
Job Summary
The Manager of Community Health is responsible for leading the hospital's community health and community benefit strategy while overseeing the planning, implementation, evaluation, and reporting of community health initiatives. Working collaboratively with partners across the University of Maryland Medical System, community organizations, and hospital leadership, this position develops and implements programs that address priorities identified through the Community Health Needs Assessment (CHNA). In addition to providing strategic leadership, the Manager is responsible for the day-to-day coordination and administration of community benefit programs, including community outreach, health education, event planning, community partnerships, regulatory reporting, the Child Passenger Safety Program, and the Community Health Advisory Board (CHAB). This position serves as the hospital's primary leader for community benefit compliance, program evaluation, and community engagement.
Community Education, Outreach & Partnerships
- Represent the hospital at community meetings, coalitions, health fairs, and stakeholder events.
- Develop and maintain relationships with community organizations to expand partnerships and improve access to services.
- Provide strategic leadership and oversight for the Community Health Advisory Board (CHAB), including developing agendas, facilitating meetings, engaging community stakeholders, and leveraging advisory input to guide community health priorities, program development, and health improvement initiatives.
- Coordinate advocacy and community engagement efforts that improve community health and quality of life.
- Recruit, coordinate, and support hospital staff volunteers participating in community outreach activities.
Community Benefit Administration & Reporting
- Coordinate all administrative functions of the Community Benefit program, including meeting agendas, minutes, scheduling, data collection, and document management.
- Maintain community benefit databases and reporting systems, including CBISA.
- Prepare reports, presentations, and materials for leadership, and community partners.
- Monitor implementation strategy goals and evaluate program outcomes.
Child Passenger Safety Program
- Direct all aspects of the Child Passenger Safety Program, including planning, education, outreach, scheduling, implementation, and evaluation.
- Complete and maintain Child Passenger Safety Technician (CPST) certification.
- Coordinate Child Passenger Safety presentations and community events.
- Maintain educational materials and resources, including website content.
- Identify opportunities to strengthen partnerships and expand access to child passenger safety services.
Community Health Needs Assessment (CHNA)
- Lead the development, implementation, monitoring, and evaluation of the Community Health Needs Assessment.
- Coordinate stakeholder engagement activities, including focus groups, surveys, and community meetings.
- Monitor progress toward implementation strategy goals and recommend program improvements.
Budget Management & Financial Oversight
- Responsible for managing the Community Health department budget, monitoring expenditures, reconciling expenses, and ensuring alignment with organizational priorities and grant requirements.
- Track program spending, maintain accurate financial records, process purchasing documentation, and upload receipts and supporting documentation into Concur.
- Partner with internal teams to monitor budget utilization, identify spending trends, and support effective allocation of resources across community health initiatives.

- Past experience doing this work in a healthcare setting (preferred).
- Demonstrate a deep understanding of diversity, equity and inclusion (DEI) principles with a guiding philosophy on how these values are integral to advancing community benefit initiatives.
- Ability to apply DEI strategies in all aspects of community benefit and organizational operations.
Reporting Relationships
- Supervision Received: Health Impact and Engagement Officer
- Supervision Exercised: May supervise interns or volunteers. This position does not currently have direct reports but is responsible for leading cross-functional teams, coordinating community partnerships, and directing community health initiatives across the organization.
Educational Requirements:
- Bachelor’s or Master’s degree in Nursing, Public Health, Human Services, Healthcare Administration, Social Work, or related field.
- Minimum of 5–7 years of progressively responsible experience in public health, community health, healthcare administration, nonprofit management, population health, or a related field.
- Experience leading community benefit initiatives, regulatory reporting, program management, and community partnerships.
- Supervisory or leadership experience preferred.
