The Program Manager is the company’s day-to-day operational lead for a work-order-based vegetation management contract. The position owns execution of each work order issued within the sector from scoping through closeout: developing scope and quantities, pricing against the contract’s fixed unit price schedule, mobilizing crews and equipment, directing daily field operations, maintaining environmental and safety compliance, and producing the documentation the Government requires for acceptance and payment.
This is a field position. The Junior Program Manager spends most working days on the river with crews, on site walks with Government representatives, and coordinating access with landowners and agencies. The role reports to the Senior Program Manager and works as a two-person sector team with the Sector Quality Control Specialist.
Essential Duties and Responsibilities
Work Order Development and Pricing
- Serve as the primary sector point of contact for Government representatives on all work order actions; attend pre-work site visits, scoping walks, and progress meetings.
- Develop the scope, quantities, crew composition, equipment list, and schedule for each proposed work order; prepare the Work Order Form using contract fixed unit pricing for mobilization, equipment, labor, materials, and chemical application.
- Coordinate work order pricing and submission with the Senior Program Manager; track work order budgets, change requests, and cumulative spend against the sector allocation.
Field Operations
- Plan and direct daily operations
- Schedule and dispatch crews, operators, and equipment; coordinate mobilization and demobilization of equipment to and from work sites; manage subcontractors, including aerial applicators.
- Coordinate site access, escorts, and credentialing with the Government; coordinate access and notifications with private landowners and agency stakeholders as directed.
- Track daily equipment hours, labor hours, materials and chemical usage, acres treated, and production against the work order; maintain fuel, maintenance, and inspection logs.
Compliance and Safety
- Ensure every herbicide application site has required Government approval before treatment; maintain pesticide application records in accordance with Texas Department of Agriculture requirements and product labels for aquatic use.
- Implement the company Accident Prevention Plan: conduct daily tailgate safety briefings, maintain Activity Hazard Analyses, enforce PPE and heat-illness prevention, and report and investigate incidents.
- Maintain compliance with environmental conditions of the contract, including erosion and sediment controls, cultural and biological resource avoidance areas, and burn or disposal restrictions.
Quality, Reporting, and Closeout
- Work with the Sector Quality Control Specialist to verify work meets contract standards, including reseeding stand establishment thresholds; initiate and close corrective actions.
- Coordinate pre- and post-treatment aerial mapping surveys and photo documentation; maintain acreage tracking and GIS records for each work order.
- Prepare daily reports, weekly progress updates, and work order closeout packages; assemble invoicing backup for the Senior Program Manager and program analyst.
Required Qualifications
- Working knowledge of heavy equipment operations and production rates:
- Ability to pass a federal background investigation
- Valid Texas driver’s license with an insurable driving record.
- Proficiency with Microsoft Excel, Word, and Outlook; ability to learn mapping and daily reporting tools.
- Strong written and verbal communication; able to represent the company professionally with Government personnel and landowners.
Compensation and Benefits
Base salary of $80,000 per year
Mobile phone, and laptop provided. Benefits per company plan. Position is contingent on contract award and continues for the life of the contract, including option periods.
Reporting Relationships
Reports to the Senior Program Manager. provides functional direction to crew foremen, and subcontractors assigned to sector work orders. Coordinates daily with the Sector Quality Control Specialist and with the program Analyst on reporting and invoicing.
Pay: $65,000.00 - $88,000.00 per year
