About the Role
Monneus Group LLC is seeking a senior Program Manager and Technical Oversight professional to support the U.S. Department of Energy, Hanford Field Office, Tank Waste Operations (TWO), Tank Farms Project Division. Monneus Group is teaming with Salmon Group, Inc. on this effort.
This is a federal oversight role, not a contractor execution role. You will serve as the Government's technical eyes on design, procurement, construction, startup, and testing activities for tank waste transfer projects, and you will brief AMTWO line management directly on what you find. The technical monitor provides overall direction. Beyond that, you work with minimal supervision.
What You Will Do
- Conduct oversight of conceptual, preliminary, and final design activities, procurement activities, and field construction of projects, facilities, and systems
- Oversee contractor programs and implementation supporting readiness activities
- Conduct oversight of equipment and system startup, monitor procedure compliance and troubleshooting, assess resolution of non-compliance reports, and evaluate test engineer decision making and overall conduct of testing
- Observe Safety System Startup Testing
- Review and provide comments on the Documented Safety Analysis
- Conduct critical assessments of test deficiency reports to determine whether resolutions were technically acceptable and met requirements
- Brief AMTWO line management on oversight results, technical issues, and options for resolution, and facilitate decision making
- Provide written documentation of contractor performance, including assessments and surveillances, in accordance with HFO procedures
- Document and review oversight results in the Integrated Contractor Assurance (iCAS) database
- Produce assessments and reports weekly or as needed
- Participate in weekly coordination meetings, senior management meetings, and Integrated Project Teams
Minimum Qualifications
- 25 years of engineering, construction, commissioning, and management experience on DOE projects
- At least 5 years performing oversight for the Hanford Field Office Tank Farms waste transfer project
- Experience with HFO/TWO engineering and requirements
- Extensive business experience applying analysis techniques, performing various types of reviews, and developing process improvements
- Demonstrated experience performing oversight activities and communicating results to leadership
- Ability to read, interpret, and apply DOE program and project management practices, policies, and procedures
- Working knowledge of the Hanford Site mission, activities, and priorities
- U.S. citizenship
