RBC, Inc. has a position available at Patuxent River, MD for a Senior Program Analyst to support the P-8A Mission Systems IPT within the MPRA Program Office (PMA-290). The candidate will work in direct support of Government Level 1 and Level 2 IPT leads to execute the P-8A APY-10 Radar Program. The candidate will be expected to support and direct execution of complex programs at IPT Level 2 and provide direct support and recommendations to Level 1 level. This position requires knowledge of program acquisition, action item management and tracking, and NAVAIR processes. The candidate will be expected to support the development and submission of executive-level and IPT program briefs, point papers and draft responses to assigned data calls and drills. The ideal candidate should be detail-oriented, proactive, and able to work independently. This position requires knowledge of NAVAIR program acquisition, financial/program tracking, and NAVAIR contracting and PPBE processes. Must be experienced in DoD and SECNAV 5000 series and development of associated acquisition documentation for ACAT programs and submission and defense of DoD budget exhibits. The candidate will manage the operational rhythm of the IPT, schedule and coordinate technical reviews (SRR, PDR, CDR), and maintain the Integrated Master Schedule (IMS). The candidate will assist the IPT to integrate the government schedule with contractor and supplier schedules to perform overall program schedule assessments and identification of risks and opportunities to meeting program milestones. The candidate will support the government risk management process. Identify, document, and track program risks, issues, and opportunities within the program risk tool. The candidate will work with senior program leadership to develop the external program schedule that is used for communication to external stakeholders and submission for all programmatic reports. Previous NAVAIR acquisition experience at the IPT Lead level is desired. Previous experience with the Navy’s Maritime Patrol and Reconnaissance community is desired. Experience with PPCs, PPAs, SOW, PIDs, RFPs, and program milestone tracking is desired. Experience with Navy ERP, AMS tools (CSPT, PMT and CDRL tool), and DoD SAFE is desired. Experience working with large DoD contractors is desired.
This position requires a MS or MA degree in a business, management, or relevant technical discipline and a minimum of ten years of experience in U. S. Navy aviation program management, contracts management, business/technical analysis, and acquisition. BS or BA degree and two additional years of relevant experience may be substituted for the MS or MA degree. The individual must be highly proficient in the use of the Microsoft Office family of software to include Microsoft Excel, Word, PowerPoint, Outlook, Teams, as well as the NAVAIR Acquisition Management System suite of tools.
A current and active SECRET security clearance is required, an active clearance at the TS/SCI level is desired.
