Summary:
We seek a Program Management Analyst to work with the Centers for Disease Control and Prevention (CDC) in Atlanta, GA. The successful candidate will be placed as a GbILS contractor at a CDC facility. CDC is the nation’s premier health promotion, prevention, and preparedness agency. This position will work full time on the client site at the CDC Chamblee Campus.

Essential Job Functions:

Providing technical guidance to division and offices in the development of Request for Contracts (RFC) based on written guidelines and procedures provided by the division, Center and OFR.

Serve as expert in the branch, providing technical guidance on internal processes and procedure for preparing all acquisitions for funding. Acquisitions such as: Contracts, IAAs, IPAs, and some Cooperative Agreements.

Contractor will ensure routine policies, guidelines, instructions, and procedures for program management requirements provided by the extramural coordinator are followed.

Provide guidance for where to find required documents. Instructions on how to enter documents in DHDSP extramural tracking systems, pull reports, and implementation of any new automation systems to improve internal program management operations within the Branch.
- Provide technical guidance to senior leadership, contract officer technical representatives, project officers, and subject matter experts within the Branch to facilitate the development of grant and contract related documents which may include the development of supporting documentation for review, approval, and execution by Branch management.

Compiling data and preparing program management status reports for review at all levels. Reviews internal processes and procedures and proposes improvements to promote efficiency and cost savings.

Analyzing and evaluating the effectiveness of program management operations in meeting established goals and objective and proposes areas and methods by which efficiency of operations can be improved.

Utilizing qualitative and quantitative methods to assess progress toward program goals and objectives.

Preparing reports and briefs based on program management activities.
Qualifications:
Necessary Skills and Knowledge:

Advanced skills in Microsoft Office programs (Word, Excel, PowerPoint, Teams) routinely used to perform tasks
- Should have or rapidly gain knowledge on CDC specific policies, procedures and/or systems that are applicable to the work within this task, including, but not limited to:

Section 508, Plain Language, eClearance, use of CDC logo, the CDC style guide,
- TASNET (Time and Attendance system)
- CONCUR Government Edition travel system
- Integrated Conference Approval Portal (ICAP)
- SharePoint Travel projection and tracking tool
- Managing Accounting Credit Card System (MACCs 1350)
- Non U.S. Citizen Access System (NCAMS), etc.
Minimum Qualifications:

Bachelors or Masters in Public Health, Communications or Business related field.

A minimum of 5 years of supervisory experience.

A minimum of 5 years senior level project management experience, including demonstrated knowledge of principles and concepts.

Demonstrated ability to work well independently, be solution-oriented, motivated, and committed to customer and company success.

Ability to handle a variety of constituencies, manage multiple tasks simultaneously and thrive in a complex environment while balancing multiple, competing priorities.

Excellent judgement and decision making with strong analytic skills; business intuition and business acumen.

Experience in program evaluation, including logic model development.

Prior experience working with the CDC is highly desired to understand the culture and environment.

Ability to obtain and maintain CDC clearance.
