Position Summary
PMTS is seeking a Program Manager to own overall execution of the Instructional Management Learning Support Blanket Purchase Agreement and to lead delivery of program and instructional enhancement projects for Air University's Air Force Global College. This role carries full cost, schedule, and performance accountability across a five-year, multi-task BPA and its resulting task orders.
The Program Manager is the contractor's principal interface with the GSA Contracting Officer's Representative and the AFGC Technical Point of Contact, and is the focal point for building and sustaining the subject matter expert bench that delivers curriculum enhancement work.
Key Responsibilities
- Manage overall execution of program and instructional enhancement projects, ensuring budgets and timelines are met and issues are resolved promptly.
- Recruit, train, assess, and manage subject matter experts and support staff across instructional design, graphic design, instructor mentoring, research and writing support, grading of educational artifacts, copy editing, and curriculum support.
- Verify credentials and obtain approval for recruited subject matter experts prior to final scheduling for project support.
- Ensure adequate access to qualified, credentialed subject matter experts to meet enhancement project demand as it shifts annually.
- Provide CLIN-level financial tracking, planned versus actual expenditure reporting, and real-time dashboard reporting to the Government.
- Prepare and deliver the Monthly Status Report, Project Management Plan, and consolidated performance reports assessing progress and milestone achievement across all contract tasks.
- Own the Quality Management Plan and the Transition-In and Transition-Out Plans, and maintain compliance with the Performance Requirements Summary and Quality Assurance Surveillance Plan.
- Manage risk identification, tracking, mitigation, and resolution across the BPA and all task orders.
- Prepare Travel Authorization Requests and Problem Notification Reports, and manage subcontractor and teaming partner performance where applicable.
- Remain available by telephone to the Government between 8:30 a.m. and 4:30 p.m. Eastern, Monday through Friday, excluding federal holidays.
- Participate in project meetings and consult on program and instructional enhancement planning.
Required Qualifications
- Demonstrated ability to manage overall execution of program and instructional enhancement projects of comparable scale and complexity.
- Demonstrated capability to recruit, train, assess, and manage subject matter experts and support staff.
- Availability to the Government by telephone during core business hours, Monday through Friday.
- Eligibility to obtain a Common Access Card and Air Force installation access if on-site work is required.
- U.S. citizenship.
Desired Qualifications
- Extensive experience managing educational development, curriculum enhancements, or instructional projects within the Department of Defense or Professional Military Education institutions, with a deep understanding of military protocols, command structures, and the academic requirements of service-member education.
- Proven experience managing complex projects with strict budget and timeline adherence, including granular CLIN-level financial tracking and real-time dashboard reporting.
- Demonstrated skill preparing substantive consolidated reports assessing performance, progress, and milestone achievement across multiple task areas.
- Demonstrated sound judgment, logical decision-making, and prudence.
- PMP certification or equivalent.
- Prior experience managing labor-hour and firm-fixed-price CLIN structures under a GSA Multiple Award Schedule Blanket Purchase Agreement.

Pay: $95,000.00 - $115,000.00 per year
