Job Summary
Elite Marine Dock & Seawall is seeking an experienced Permitting Specialist / AutoCAD Drafter to join our team. This position is responsible for preparing AutoCAD drawings and managing the permitting process for marine construction projects, including docks, seawalls, boat lifts, riprap, and other waterfront improvements
Previous hands-on AutoCAD experience AND previous permitting experience are required for this position.
This is not an entry-level AutoCAD or permitting position. The ideal candidate will have experience independently creating and revising construction or site drawings in AutoCAD and preparing, submitting, and tracking permit applications with government or regulatory agencies.
Marine construction permitting experience is preferred; however, candidates with permitting and AutoCAD experience from other areas of construction, engineering, land development, or similar industries are encouraged to apply.
Key Responsibilities
- Meet with sales representatives and project managers to gather project information, measurements, scope of work, and other details required for drawings and permit applications
- Create AutoCAD drawings for docks, seawalls, boat lifts, riprap, and other marine construction projects.
- Create and revise site plans, project layouts, details, dimensions, setbacks, and other information required for permitting.
- Review surveys, engineering plans, property information, project specifications, and supporting documentation.
- Prepare complete permit applications and supporting documentation. Submit permit applications to regulatory agencies, including EPC, Florida DEP, counties, municipalities/cities, and homeowners associations (HOAs).
- Track permit applications from initial submission through final approval.
- Regularly follow up with reviewing agencies regarding outstanding applications.
- Respond to Requests for Additional Information (RAIs), plan review comments, corrections, and other agency requests.
- Revise AutoCAD drawings based on comments or requested changes from engineers, regulatory agencies, project managers, or other reviewers.
- Coordinate with engineers and surveyors to obtain drawings, surveys, certifications, revisions, and other required documentation.
- Communicate with sales representatives and project managers regarding permit requirements, outstanding items, and approval status.
- Maintain accurate and organized electronic records of applications, drawings, correspondence, RAIs, revisions, approvals, and supporting documents.
- Obtain approved permits and plans and distribute them to the appropriate team members.
- Support construction teams by preparing revised plans and documentation when project requirements or field conditions change.
- Ensure permit applications and drawings are complete and accurate before submission.
Required Experience & Qualifications

AutoCAD Experience – REQUIRED
- Previous hands-on professional experience using AutoCAD.
- Ability to independently create, modify, dimension, and revise construction or site drawings.
- Experience working from surveys, site plans, engineering drawings, property dimensions, measurements, and project specifications.
- Ability to make revisions based on engineering comments, agency review comments, or changes to the project scope
- Applicants must be comfortable working independently in AutoCAD rather than requiring basic AutoCAD training.
Permitting Experience – REQUIRED
- Previous professional experience preparing and/or submitting permit applications.
- Experience working with government, municipal, environmental, building, planning, or other regulatory agencies.
- Experience assembling permit packages and required supporting documentation.
- Experience tracking permits through the review process.
- Experience communicating with permitting agencies regarding applications and outstanding requirements.
- Experience addressing permit corrections, reviewer comments, or Requests for Additional Information (RAIs).
- Ability to follow a permit from initial preparation through final approval.

Compensation
$20.00–$25.00 per hour, based on experience.
Starting pay will be determined based on the candidate's:
- AutoCAD experience and proficiency
- Permitting experience
- Experience responding to RAIs and reviewer comments
- Ability to independently prepare drawings and permit packages
- Knowledge of Florida permitting agencies
- Marine construction experience
Ideal Candidate
The ideal candidate is organized, dependable, detail-oriented, and proactive. This position requires someone who takes ownership of their projects and consistently follows permits from initial preparation through approval.
You should be comfortable balancing technical AutoCAD work with permitting and administrative responsibilities throughout the day.
Success in this position requires strong follow-through. Permit applications often require communication with multiple agencies, engineers, surveyors, project managers, and other parties. We are looking for someone who will actively follow up on outstanding items and keep projects moving forward rather than waiting for others to provide updates.
Both previous AutoCAD experience and previous permitting experience are required. Applicants who do not have experience in both areas will not be considered.
Pay: $20.00 - $25.00 per hour
